In construction industry,most of the renowned contracting agencies and especially those with ISO certification have the company's Quality Policy and Quality Objectives signed by the Managing Director.Also,the contract specification on workmanship and material lays down criteria to evaluate qualitative performance /confirmance.It is ,therfore, mandatory on the part of contractor to satisfy the Client/PMC on the quality System by establishing a field testing facility manned by the QA/QC Manager ,engineer and lab.technicians specifically deployed at site by the contractor in compliance of the contract provision under contractual obligation/responsibility.It is only a question of orderly implimentation of quality confirmance procedure and proper monitoring & control by client/PMC/contractor which if not done would invite trouble in the form of penal provisions in the contract.The contracting agency will have to tighten their belt in ensuring a proper level of quality confirmance through introduction and implimentation of Quality Management System.
The only problem is that you probably met the wrong kind of people.

Qualitye management in concret can be controlled through controll over raw material consumption or at batching plant from where the material is prepared , Create awarness in junior level supervisors / formen because while placing if proper compaction is not done it , time to time quality tests and by virtue of experience by simply visulising one can acess about the quality.Before and after placing concrete the form work should be checked for plumb and line . |
