Assume lay off as a gift to improve the skill and keep polishing / sharpening / updating, so that when re-entering, one will do better. Any one going out of touch during lay-off is just exiting from the skill.

Laying off not happens only when an employee fails to live up to an expectation of the corporate's objectives, but happens otherwise too, viz., intra-departmental rivalries, subjective assessments, cost and time over-runs of projects undertaken, improper manpower planning, etc. If its the failure of an individual, then he should expect to utilize the gap to hone his skills. If the re-entering happens due to failure of the corporates, per se, then whatever best you do, the democles sword hangs over the employee's head! The first and easiest thing the Management thinks is to reduce manpower in order to tie over the situation!
