There should be a central declaration of Renewable Purchase Obligation

In India Renewable source is distributed in different region, for example Himachal Pradesh and North-East is having great small hydro potential, Tamilnadu having wind potential , Rajasthan having solar potential. That is why till now Renewable Purchase Obligation are fixed by SERCs depending upon RE Source availability within the state. But after launch of Renewable Energy Certificate mechanism by CERC, RECs can be bought to fulfill Renewable Purchase Obligation , which (RECs) are traded at the national platform of power exchange such as Indian Energy Exchange. So there is no question of following the concept of state wise fixation of Renewable Purchase obligation and the penalty mechanism, rather there should be a average percentage say 4% or 5% RPO for all the obligated entities within India. This will levelise the field of Renewable and make all entities participate and contribute towards clean energy. |
