You can have detailes of this in another posting "A new numbering plan for Telecom & Multimedia Services"

I have given a suggestion about 5 years back to segregate Telecom Business and Network Operation so that many Telecom Service providers can share common systems and networks.

Alongwith Carrier selection, Optimal routing, I proposed this numbering plan to facilitate Systems and Network sharing to reduce CAPEX, OPEX and Spectrum utilisation.

Sir are you talking about the the new telecom licensees that have been allotted 5-digit codes (as prefix for 10-digit cellular number) by the department of telecom (DoT) signaling that spectrum will be distributed soon to start services , a move that could bring mobile tariffs down by as much as 50 per cent.

If not can you please clarify yourself...??
