Should poverty line have layers & the criteria should be real normal living??

The planning commission have estimated cost of living is Rs.37+ in urban & Rs.27 in rural areas!!!!!!!!!!!!!!!!!!!!!!!!! This includes healthy food & fruits too!!!!!!!!!!!!!!!!!!!!!!

How do they arrive at it?!?!?!

What does government expect?!

Should poor people only eat & should have NO shelter! NO clothes! NO education! NO community living! NO entertainment!

Now I feel that everything should be defined and below are some suggestion:People unable to fulfill their basic need must be considered below poverty line.

1. Above poverty line; Have their own house and have more then they require
2. Border line poverty; People who can fulfill their basic needs like food, shelter, education and can afford a house rented or own with minimum living space.
3. Below poverty line; People who can't fulfill their basic needs like food, shelter, education and can't afford a house with minimum living space. Everybody below poverty line must be given OBC benefits irrespective of their caste
   

Today the planning commission report is purely the governments intention to show reduced % below poverty line and nullify the issue or issues of real concern; growing cost of living, regular hikes in interest rates, inability to control naxal & terrorist activity etc.

Supreme Court wanted an answer on the Planning Commission’s cap on poverty numbers resulting in many poor being left out from the scope of the Central government’s welfare schemes.

The planning Commission in its reply to Supreme Court said that an individual spending less than Rs 31 in urban areas and less than Rs 25 in rural areas every day on food, health and education are poor.

There is a vertical split in the Planning Commission on the figures for delineating poverty line.

The funny figures are : 

An individual spending less than Rs 31 in urban areas and Rs 25 in rural areas on food, health and education every day are poor. Rest are rich.

The figure has been derived by applying Consumer Price Index for industrial workers for urban areas and for agriculture labourers for rural areas of June 2011 to poverty line figure of 2004-05.

The figure of 2004-05 was Rs 20 for urban areas and Rs 15 for rural areas.

For poor, the maximum daily spending on cereals was Rs 12.16 in urban areas and Rs 10.24 in rural areas. Similar expenditure on pulses was 3.31 in urban areas and Rs 3.22 in rural areas. Expenditure on health and education was calculated to be less than Rs two.

The Govt. having failed to eliminate poverty with its economic policies, trying to push down the poverty line to the bottom and try to pull the people into the brackets of rich.
