I feel Earned Value method of project management is becoming more real. Strategic partnership by de-risking to partners who do their job well and less cost due to lower scale. Example I would like share is Content Management project for global player where I pursue customer that, I will sub contract some jobs as my team is going to shrink due to profitability hit after revised contract rates such as Scanning to local company who does with good job with less overheads. Customer agreed as it's not risking the contract terms. I protected using NDA and security measures with contractor and asked for performance and SLA based contract signed. First month I have seen 4% improvement in gross MArgin on Project. My Management changed my performance parameters to protect from further slicing on my team :-) |

Sound parameters. On the measurable parameter front, it is always good for the PM to work within budgets, but one needs to remember that Project Team members are human and need to sense the feeling of owning and belonging to a project. Outsourcing can break that bond - laying off ones own members and employing at outsider is good short term thinking, but as and when these members leave, large projects lose employees trained on methodologies and processes of the company.
Earned Value with negotiated billing with the customer can build win-win situations where at least there is cash flow, reviews (by the customer as well, as he is paying) and a relationship of trust that would be built up. The last one is not exactly measurable, but would lead to more such projects coming in.
Team will have to build good Software Configuration Management practices to ensure billing landmarks are safely configured as checkpoints. A sponsor would always want to know the deliverables.
