Quality is defined as 'fitness to purpose' which provides an appropriate quality for the purpose for which it is intended. The price to be paid for a building is a reflection of the expectations of quality - A cheaper building probably uses inferior materials and is likely to be less attractive and less durable. The quality is also related to the timing of when it is delivered.

what elements are effecting quality control?

I mean to say that its not that price defines the quality but quality defines the price. If it is not happening or not understood the certainly its not the horizon which is looked at.

Quality has a concept of grades.

If price the sole criteria, than one negotiates with the customer on the grade that matches the price.

Also,construction industry is an umbrella industry.The life-cycle, ROI and quality considerations for a facility will be different  from a plant or a building.

and we know that engineering, process and construction management arms may be able to provide innovative ways of delivering the same quality at a lower price.

So if we grade our offerings correctly, we may increase our probabilities of meeting the price

Many organizations are still stuck up in the 90's.

Quality can be assured at the SAME PRICE by adopting the principles of value engineering & constructability.

Time for delivery

Generally for every project , date of completion is predetermined which goes on extending due to one reason or the other and than saturates to the extent  that the sequence of activities is bye passed to deliver the project , this finally results in delivery of lower quality  goods.So proper required time should be allotted for completion of the projects considering time required for involved sequence of activities and the planned standards .

Deviation from set standards

Quality is, in simple terms sticking to the specifications that the project was originally conceived,and completing it to that specifications.

Specification here means-design,plan,materials,workmanship and time.If any of these are deviated then the quality control is "affected'

In construction Quality doesnt mean high class design,high class materials,or high class workman ship

Every building whatever may be the price class can stick to quality-specified at the beginning of construction.

Keeping upto that standards means keeping quality.

So the elements that affect are basically any of those elements listed above going below set standards for that building

I feel one of the element that affects quality control in construction industry is to produce a building where quality is related to the price.
