I feel that each team as well as individual should have it own KPI's ( key performance indicator) to fulfill the goal of Project or assignment.And should be review periodically to implement any changes as well as to come up with more improvements

Assessing th organizational strengths and weakness and competitors, market conditions and things are very important while developing a balanced score card.

i feel once the assessment of the organization is done we should focus on strategy development and making it into sub components or objectives.

Yeah developing a strategy in alignment with the assessment made is a very great challenge and should be done with proper care since this is the step which will have a high impact on the later stages of steps in balanced scorecard implementation.
