During my service period of 13 Years I have observed that people are neither interested to adopt Safety Precautions at their work place nor it has been implemented strictly by the Client or Contracting Agencies. |

It is true. I think one of the major causes of accidents at site is refusal to follow even the most basic rules of safety.
I have seen electrical wires are connected haphazardly, with exposed ends tied with paper & plastic bags, pumps are precariously kept on edges of water tanks and routinely fall into water, Lift doors are not blocked, material & debris is routinely thrown from upper floors without any supervision, Slabs are cast without any bracing to supports, plumbers & painters work at heights on scaffolding of single bamboo...
All signs of bravado: "Kuch Nahi Hoga! Aap fizool mein patangad khada kar rahe ho!"
Workers have to be forced to use safety harnessess, to wear helmets, to tie scaffolding properly, to use safety goggles provided, to use implements & tools in a safe manner.
The management usually has to force safety rules on to the workers. It is not ignorance that causes accidents. It is sheer laziness & negligence.
The cost of safety equipment is negligible when compared to the overall project cost.
The demand for safety equipment has to come from the people who are the most affected.
But in reality it does not.
lack of proper supervision,lack of proprer welding /tightness supporting structures collapses when loaded that causes the accident.
During my more than 40 years in the construction activities representing the contractor/consultants and acting as Construction Manager in one major highway Project I have noticed that though the Contract documents clearly mention the requirements to be adopted to assure safety and allied measures for any Project and the executing Agency also submits a SHE (Safety,Health & environment ) manual for approval from the concerned Client / Consultant . Even after formal approval, these are mostly never followed. The main reason being 1) the requirements are either NOT PAID under a separate item and the implimenting the requirements are mostly ignored and in many cases left to The God. Heavy Fines for imposement in case of negligence may be an answer. Corruption almost at all levels is also a major cause for this poor situation.

Injuries due to slip and falls are among the most common on a construction site. Unsafe conditions include uncovered holes or trenches and exposed stakes and rebars (which implement hazards to those working or walking above them). |

every construction site must have a psychiatrist(for hon. visit in the morning) who can observe the works mental condition bfr sending him on risky job like climbing,scaffolding etc.

1.Lack of awareness and carelessness of workers ,engineers or any category of work force directly or indirectly involved in the construction actvities. 2.Lack of resources which force them to compramise with alternatives which resulting in low quality 3.Tight schedule pressurise to take shortcuts . 4.Lack of skilled workers. 5.Not using proper PPEs and not using PPEs properly

I agree with Kaveri.
The workers will never follow safety rules without incentives, opportunity and education.
Accidents at construction sites occur due to many reasons. they may be avoided at best by taking up the following:
1. Preparing and adhering to a safety plan.
2. Organising safety meetings at site with a view to educating the workers and their supervisors.
3. Penalising contractors if they do not provide adequate ppe's to the workers.

1. Lack of proper training of using personal protective equipments,awareness about possible hazards. 2. continuous working of more than 8 hrs. 3. sometimes substandard safety helmet,safety belts are provided to workers by contractors in order to save money. 4.More than 60% accidents occurs due to falling from height. Use of scaffoldings nd provision of life line for safety belt may prevent such accidents.

In construction side nobody check safety norms there are total lacking of safety STD which leads finally in accident. |

Many companies feel that it is waste of money to be spended on PPE. I t should be mandatory to have a safety officer who can giude about safety as well as there should be regular safety training camps for labours & unskilled staff in which they should be trained regarding uses of PPE and their benifts. We cannot assume that just providing one helmet to labour will save his life. |

it once again goes to the rampant corruption in our system.The companies know that they can get rid of the situation by bribing.so why spend on the safety program.Anyways they have to keep bribing the inspectors and so called labour commissioners regularly.After getting their so called fees they dont disturb the company and rather help them in sorting out any untoward happening.This is a cheap escape route for the companies and they simply avoid spending heavily on the safety program.Only heavy penalties by honest inspectors can bring a real change which seems to be a near impossibility in this country

In most of the cases, I observed that detailed planning is not made in advance for execution of projects & due supervision can not be made in random planning which leads to accidents. and I found in case of advance planning, sufficient care has been taken of safety measures & proper supervision is assured with no scope of accident.

From my 40 years of experience in the construction field i would like to state the following reasons for accidents in construction sites: (1) Lack of awareness in the workers.In spite of giving all PPEs the workers are reluctant to use the PPEs.This is basically because of the culture in our country.However the silver lining is that at least now because of the stringent conditions imposed by the PMC/ARCHITECTS/ENGINEERS some percentage have started using PPEs . (2)There is no sincere efforts made by the governing authorities to know that every life is precious and we need to implement some stringent measures to save the life's of people irrespective of their position .For ex we have come across many incidents where people have lost their life's due to loose wires hanging from state run electricity boards. |

THE ONLY REASONS FOR THE ACCIDENT IS NO VALUE FOR THE HUMAN AND LIFE. A.THE CONSTRUCTION COMPANY SHOULD HAVE THE HAVE A VERY STRICK RULES TO MAINTAIN THE HSE AND A WELL EXPERIENCE SAFETY ENGINEER TO FOLLW THE SAME PROVIDED WITH EQUIPMENT SECONDLY IN THE PROJECT THE RISK WORK SHOULD NOT START WITHOUT THE PERMISSION OR THE LETTER RELEASED UNTIL THE LETTER IS RELEASED BY THE HSE ENGINEER. HENCE ALL THE CONSTRUCTION COMPLANY SHOULD HAVE THE MANDOTARY HSE MANUAL AGREEMENT TO SIGNED AND ACCEPTED WITH THEIR EMPLOYES FOR THE SAFETY OF THE EMPLOYEE AND COMPANY TOO. tHERE SHOULD BE A PROPER AND REGULAR WEEEKLY OR MONTHLY TRANINIG OR THE DEMONSTRATION FOR THE THIS TO DO OR DONT. Even it has been reported that a best managed construction site witnesses accidents. This is mainly due to either due to carelessness, lethargic attitude of workers, lack of effective supervision, improper safety induction, unexperienced machine operators, Work pressure, Site Politics, wearing uncertified PPEs, Poor maintenance of machines and poor housekeeping.

In our construction industry after the occurance of any accident it is mostly tried to be covered up and it is never studied properly & thoroughly to understand and pin-point the reasons & circumstances which led to the accident. The causes are hardly recorded and discussed in detail. WE DO NOT WANT TO GET EDUCATED EVEN FROM OUR EARLIER FAILURES. |

Some companies want to save a main portion of profit by cutting off the safety implimentation. They think they are smart and have sufficent experiance in their respective jobs, because for many years or in many projects they may not face any accidents, so they will became over confident and will think what they are doing is absolutly right. It is proved that unless met by an injury people think that they are doing right. And in devoloping contries normaly construction workers are not trained in their work formaly. they normaly learn works from their GURUs and become GURUs, actully they are learning all the worng things too. Formal training and setting some strict standards will lower the injury rate as well as the reputation will rise. |

Another novel method could be to give incentives for the construction worker who not only follows the rules but insists on his coworkers to also follow

The number one cause of injuries, disability claims and medical costs in construction are soft tissue injuries-strains, sprains and chronic injuries. These are a result of lifting with the back instead of using the legs and not using panel lifters when carrying sheets of drywall, plywood, or siding. |

Contracts should be specific and should include that all the rates should be quoted taking into account of the Safety Procedures and any diversion on account of Safety will entertain Penalty (per day) and the Penalty Rates would be decided by Client/Consultant and the Contractor would have no say on this. |
