Some one at managerial level in HR must manifestly show a Huma side to his employees. He is there authorized by the company to look after the employees and not the other way around. Empathy, negotiation, leadership, occasional change management, sensitivity etc are some of the skills he should have.

First thing:He/She should be in a position to manage himself in a right way(should know what is right and what is wrong). Technically well verse and good communication skills. That will make team's job easy and his job more easy. He/She should believe that Manager is just a role/responsibilty assigned to him. Thank you.

The basic requirement for a successful HR manager is his acceptability in terms of competancy, personality and the way he put forth concepts, ideas and implements the policies of the company. The industry's major concern is attrition at all levels, hence a competant HR Manager should have a better Interpersonal skills in order to sell the company's requirement not only in terms of legality but creating an atmosphere which is accepted by the employees emotionally. Better interpersonal relations will help. Negotiation is possible only with better interpersonal relationship (especially with the insiders i.e, employees).

When it comes to HR Manager level, he is always required to have discussions with external parties, Unions, Statutory authorities, Ministry, Local authorities, political parties etc. In all these situations, the person need to have very good negotiation skills whereby he can accomplish his organisational goals through discussions and negotiations.
