What can be a better way to raise the standard of living of Indians on a whole?

As per my view this taxation system must be improved like upto the income of 8 lacks P.A there must be no tax and from 8 lacks to 16 lacks 15% tax then 16 lacks to 25 lacks 25 % tax then 25 lacks to 35 lacks 30% and  above 35 Lacks 50% tax then we can ensure a clear definition for tax moreover ensuring the equilibrium and we can further give more execution power to the IT Department so that they must have the rights to trace out anybody irrespective of the position and influence.

Please let me know if any better idea is there or any good modification in my idea? 

Govt never care for poor. Even it care it never reaches the bottom line. the welfare schemes has to cross officials, govt servents,mediators, political parties, party people, gundas,agents.So atlast it will run like the RLEGP scheme. Hence if you are educated and can atleast educate two young poor people, if you are a firm , you can you take care of at least 10 poor people in your area for education, if you are a factory take care of a village. If you are a engineering college or medical college owner take care of 10 villages near by.People can do a lot to the society.Govt is a lame child. it can give freebies , it can not give free water, free education, free hospitalization,even free election.

By implementing there will be comfortableness in the affordability of low prized luxury cars by the middle class people and simultaneously is surely going to improve their lifestyle and comforts of middle class who is really struggling to find it's existence midst all those upper class. Good idea isn't it? if not then please Kindly suggest better alternatives implementable
