Maoist menace needs military solution & maoism tendency needs overall development followed by an honest political intent.
While our country is rich in terms of water resources, land, forest, minerals and manpower, poverty, starvation, malnutrition and unemployment etc continue to erupt in newspaper headlines almost round the year. After 62 years of independence, as nearly as 70 percent of people are not able to acquire even their basic needs. The root of all present day problems lying in the villages and solution is possible by proper analysis of the same and adopting appropriate rural resources management techniques. But, lack of interest to solve the problems permanently creates and aggravates the rural terrorism. The present method of rural development needs complete change. There is vast scope of developing social ventures and spent money in business alike in rural development which will give a sustainable development and eradicate poverty as well as unemployment permanently. Until now, only popular programs of development go to village only to help a few for sometime. We can not dream of a developed nation with all these problems attached. Let us work for sustainable development of each village to make it self sufficient to solve the said problem.

I agree with dillip, these guys are not fighting for poors or development. If they are, why are these guys destroying raliway lines, schools, buildings, roads etc and why not these guys improve the condition of poors themseleves with the money they are investing to buy arms and explosives. These guys are terrorists who are powered by some extremist organisations and working to destabilize the coutry so that our enemy could benifit with these condistions. Our governement has tried several time to resolve this proble with peace talks and they have never responded to that. Now I personally feel that there should be armed action against these terrorists to curb this national problem.

Government should do on war footing followings: 1) Mass education to entire disturbed area in true sense. 2)Developement work on Roads, Hospital ,Good houses for the poor peoples at throw away prices in true sense. 3) Develope source of business for getting people engaged in positive work. 4)Develope School with residences, Colleges etc. for reaching access to higher education . 5)Handle terrorists with iron hand simultaneously without disturbing masses supported by true intellgance . 6)Distributing employment to able people.

One prong approach to tackle this long lasting problem is not going to yield any effective result. Govt is theoretically right to adopt two pronged approach - Military Action as well as the Development work..
But unfortunately, once again the Govt appears to be lacking in conviction to challenge this issue. It's high time that we identify that Naxalism has got its roots very deep especially in the hinterlands. Simply making superficial moves, is not going to yield any result. Afterall, naxalism had been left unaddressed for last 50 years. The steps, which have been taken by the govt donot appear to be adequate.
As the Govt machinary and the local populace have kept their eyes closed so far, the naxals have successfully converted their "Abuujhmaad" area into their citadel. Only a heavy deployment of force, that too equipped with the latest gadgets, can create an effective dent in the walls of the citadel. The para-military which has been deployed in the area, is yet to be equipped with the sophiticated weapons which even the naxals are carrying. Also, latest gadgets like ROV should be given to the deployed units to tackle the most challenging threat of IEDs. As this area is covered with dense forest, govt may plan to convert this area into a big cantonment for the para-military in the near future so that once cleared, the forest is not again occupied by Anti national elements.
Again, so far there has been no visible effort on the part of Govt to win over the local population. There is population in this area which has not heard any name like India. How can we expect them to be loyal to Indian govt. ? People sitting in chairs must understand this very clearly that simply making some announcements of developmental projects for the area is not going to addresss the problem. Top Govt officials need to go physically on ground to let the population know that they are living in India. It needs to be ensured that the development project actually starts on ground alongwith the military operation. It mustnot be forgotten that the key to succeed in military operations lies in the rate of success in winning over the the local population's heart. A hostile population is going to make the military task too difficult.
Hence, both the approaches have to be taken up simultaneously , that too at very large scale.....

First on the strategic measures are long term measures. Maoism is born in W Bengal (a border state) growing in AP, Second one is the Tactical Measures. Since these Maoists operate from jungles the support from the Adivasis is the strength to them. So we must encourage people to people campaign to have them in the main stream. The political strength of Maoists will dwindle. Third one is operational. We have to use all our might to disarm these people crush the source of help and make them buckle on their own. |
