Logical Structure can only be decide once you have blueprint of flow of the project and the prototype decide the flow. SEO or Content cannot make the site really usable if it the site has unpredictable flow. What will user do if he get the first rank in http://google.com but don't understand the purpose of the site. You can add scope to add/expand the functionality of SEO content in site while you are designing prototype. I don't find one good reason to vote for rest of 3 options. |

Content is the king. the rest are just to enhance what is written on shown. build your layout and design around the contents. make sure that it has a good navigation. follow web standards and give importance to accessibility and usability. |

One of the most important things I think of in a website is logical structure. The most important tool for designing a web site is a pencil and paper. Get your structure laid out before you even touch a keyboard.
