What steps should be taken to make the society "Rape Free"?

Government should recognize that discrimination against women, including lesbians and girl-children, is a key contributory factor to human rights abuse such as torture, including rape and other forms of custodial violence.

Government should initiate a plan of action against such discrimination. Government should ensure that women are treated equally in law; a woman's evidence should have the same weight as a man's in all judicial proceedings and women should not receive harsher penalties than a man would for the same offence.

Where it is alleged that discrimination in the administration of justice contributes to human rights violations against women an independent commission should be appointed to investigate and make recommendations to rectify the situation.

for such a heinous crime Capital punishment is just right.how can 7 years of imprisonment is justified for this crime where the victim takes more time to recover from the mental trauma than the culprit.

Society is a part of much larger Social System which includes Econmy, Law, Culture, Polity, Media etc. India being a Hot Tropical Climate Country humans here come up in age early and it is aggravated by the spread of Cable TVs featuring Vulgar and Obscene content. This scenario will be seen aggravated in the coming future. People have lost the meaning of Sex as a channel for procreation and keeping the Cycle of Birth & Death in motion. So I feel Spiritual Training alongwith the contribution of key Social System factors towards ideal society can solve this problem. Law just tries to control you externally through restrain and punishments but the internal control is must to change the society internal guidance is essential than external restraint.This will solve the sexual crimes problem eternally.

The society may free from rape if the punishment is implimented in front of public place on the other hand women should awere of her germents wht she is using.

Provide all women under any form of detention or imprisonment with adequate medical treatment, denial of which can constitute ill-treatment.
 
Provide all necessary pre-natal and post-natal care and treatment for women in custody and their infants.
 
The imprisonment of a mother and child together must never be used to inflict torture or ill-treatment on either by causing physical or mental suffering. If a child is ever separated from its mother in prison she should be immediately notified and continuously kept informed of its whereabouts and given reasonable access to the child.
 
Women in custody should be consulted over arrangements made for the care of their infants.

Most of the rapes occur due to the hyper-sexuality in mens and youngsters. Its basically because of the hormonal activities take place inside the body of mens. Its started generally when boys grown to come up in the age of puberty, its been found that during this period there is a spontaneous growth in appetite level and carnal desire of the perticular indivissual. This activity then fluctuate at various age limits of the mens according to diet, vitamins balance and life style of the indivisual. Basically in India this is because of the excessive use of spicy elements used in diet like garlic and iron rich food material.

So, I suggest that give large doses of Hing to the mens who are sexually hipper in nature.

what is Rape n why Rape  happen? Sex is a natural biological process but when happen abruptly without girl's consent is called rape. It's not domination of males or in-equality amonst both sex-es. It's lack of education,self-control and societal upbringing and proper law-n-order problem.Until unless males stop considering their counterpart as sexual object its not goin 2 stop and definitely female counterparts are forgetting now-a-days that once upon a time it was believed that shynees/shame is a part n parcel of female caracter n female organs are not for exposing in one or another manner by show-casing petty causes n creating embarrassing situation 2 males but to show respect for ownself.definitely non-corrupted govt. with proper law n action with prompt rigorous punishment  can abstain morally degraded guys from committing such heinous guilt

Women citizens ahould be made aware of their Human Rights in the Indian Society.Govt. must ensure proper Security Control over areas which are prone to such activities.

Women and Girls should be alert at all the time in the city and report any suspicious person to the police or women helpline.Proper Signboards mentioning the Emergency Helpline for Women safety should be visible at all places in the city.They should note down that number and set that number as a Speed Dial on their Cellphones so that they can report any Criminal act.

Governments should ensure all law enforcement personnel and other government agents receive adequate training on national and international standards which protect the human rights of all women and how to enforce them properly.
 
Law enforcement personnel and other governments agents should be instructed that rape of women in their custody is an act of torture and will not be tolerated.
 
A special emphasis should be given to education designed to make women aware of their rights and to make society at large conscious of its duty to respect the human rights and fundamental freedoms of women and girl-children. Education in the human rights of women and girl-children should be integrated in all education and training policies at both national and international levels.

There is an issue first to be recognized: Woman OR man, we each have to build our skills in order to survive. 

In the same way that many women concentrate on getting professional and higher education - to survive in a career -  they should get an education in self-defense - to survive in life.

I feel the issue is at the grass root level.Education is probably the biggest change agent in the context.The moral conditioning should be developed right from the childhood.The media should stop promoting masculinity to be the measure of manhood. This would stop the egoist male getting afflicted and obsessed with their own muscle powers and would start measuring sensitivity and empathy to be the key essence of life.The society should detest looking at women not an objects satiate their bodily needs.Let's understand that the equity for women that we talk of today is only a utopia.Let the society not only talk about equity but to seriously measures to to implement it. It needs serious psychological conditioning.

If male population decrease  automatically rapes will decrease to some extent

this is un pardonable crime done, for this i would like to punish him with the highest punishment in the country. but i would like to say few words also, it can be stopped immediately but it can be reduced by girls themselves by awaring themselves with self protection. one thing i would also like to tell now a days girls are wearing such cloths that there whole body is uncovered with that cloths also first of all there parents should see that thing. wat their child is wearing and how?
