During the past decade, scams, swindles, and rip-offs have become a regular feature of the Indian political and corporate landscape, costing taxpayers, investors and banks thousands of crores of rupees. Enactment of a Whistleblowers Protection Act is even more necessary for India than it was for the U.K. and the U.S.

The issue of protection for whistleblowers caught the attention of the entire nation when National Highways Authority of India (NHAI) engineer Satyendra Dubey was killed after he wrote a letter to the office of then PM A B Vajpayee detailing corruption in the construction of highways.

In the letter, he had asked specifically that his identity be kept secret. Instead, the letter was forwarded to various concerned departments without masking Dubey's identity. Dubey's murder led to a public outcry at the failure to protect him.

So, how can Law protect the Whistleblowers??

Involvement Of Center & State Govt.

With the consent of the required number of State governments, Parliament should try to enact a single Act for all employees working in any tier of government (including employees of any instrumentality of government whether autonomous or semi-autonomous), and also for employees working in any form of organisation in the private and voluntary sectors.

Employees of contractors, sub-contractors and agents of an organisation; applicants for employment, former employees and overseas employees; attorneys and auditors should also be covered.

Yes, I agree that there must be a separate mechanism/act to deal with the big size scams, corruption etc. As part of the corporate governance the government(s) are asking the organisations to create separate team to blow whistle to alert the organisation/personnel in case of disasaters, untowards incidents etc. Even the government should also start such mechanism with autonomous to deal with scams etc indepedently without political interference

India is devloping country. We cannot control corruption due to the following reasons. Unrealistic price increase in real estate & cost of living. unrealistic difference in salary matrix between IT,skilled , semi-skilled & non skilled jobs in India. Everybody try to adopt the life style of IT & other skilled job professional.Money can play at any level in Cental & state government to get the details of whistle blowers and the corruption happening mostly in central & start government offices.so it is better to send letters & proofs without indentity to respective autorities and to media parallelly. Government & police cannot give protection to whistle blowers & their family till their life time once their name exposed.

 You are right Mr.Shankar ganesh. The Modus operandi will be of opening a separate website for this purpose and making a common code Number that can be made public in order to open the website. Anybody wants to give complaints can post their details without giving their identity. In such a way the cite can be designed. On receiving the complaints that can be verified on the particulars whether they are true or not. Sometimes this process will lead to give falls information also due difference of opinion with their colleagues or superiors, but this will give the signal that everybody is under scan and hence everybody will be very careful in their dealings which will mitigate the foul play of indulging in corruptions. This type of vigilance will narrow down the offence and the informer is also safe.

Create a separate Body

Rather than reaching out to colleagues of the corrupt with information a separate mechanism under President's office with assistance of Supreme court should be created.  Allow transparency and independence to thus created setup and let it function with full independence. Any further probes must be incognito directed from this body and privacy, care and security of whistle-blower as also recommendations for award  happening from same source.

Such persons are the real assets and ought be honored by the nation.

Being aware the person sharing office with is corrupt reaching out to our common boss is forever the tricky part of equation. 

It is only an open source conducting independent scrutiny that can save my interest as also save the cause. This as well allows to get over the doubts and dilemmas involved.

For corruption to stop, simply saying "I am honest" will not suffice.

The whistleblower must reasonably believe that his information about a malpractice is substantially true, and must act in good faith. Those caught making anonymous or pseudonymous leaks should not be protected. The period of limitation for filing a complaint must be sufficiently long (say, 1 year).

Reading about whistleblowers can be depressing: their experiences are traumatic, the way they are treated is grossly unfair and their success rate in leading to reform in organisations is extremely low. It is an additional source of disillusionment to find that official bodies - despite the good intentions of most of those who work in them - are so seldom helpful. But there are a few signs of hope.

Large Number of Whistleblowers could be an Idea worth exploring

As we all know, Whistleblowers are very small in number. 

Considering such a small number, miscrent and persons likely to be affected by Whistleblowers find it convenient to eliminate or cause harm to stop them.

If number of Whistleblowers is increased to substantial numbers, their elimination may not be proved beneficial.
