They need better HR policies and work environment with less bureaucratic hurdles.

The main causes are-

1. Lack of motivation: Positive reinforcement (reward) for good performance and negative reinforcement (punishment) for under performer.

2. Lack of growth opportunities due to bureaucratic mindset of management.

3. High political interference.

4. Bad work environment and conditions.

5. Negative role of Trade Union and Management.

By eliminating at least first two of the above, can drastically change the performance of Government/PSU employees as well as their organisations.

1.Commitments are missing, when replying /handling public desks.Hence public has lost confidence on govt. offices.Keep your skin thick, why care about performances? 2.Neither you've carrots nor sticks while handling subordinates.Why subordinates will listen / care about you?General Indians work well under the shadow of sticks.I've seen that during emergency.Self-respect is absent. 3. Rigid demarcation of duties and clear job-description are non-existent.Only donkeys work.Work smartly. 4. Job and salary are 100% safe.Why to work out of fear? 5. Union leaders only teach their members their rights, never their duties and responsibilities.BY LAW, they are protected for not doing their duties.Performance does not exist in their dictionary! 6. Encash your discrenary powers, salary is only pocket money, you'll get it in anyway.Your performances in society is judged by how many flats and plots you've purchased. 7. Learn to shrug off your jobs to your subordinates and commitments / responsibilities to your seniors.Once you're smart, your life is comfortable.Take credit for the performances of your juniors.

Better Hr policies for Govt. Employees will be a good move , but is a thing which is not going to happened in our country.

if we consider private firms u have an BOSS an organisation that has faces they can communicate and guide,manage employers.but in govt set up every worker is a boss govt is the authority which does not have "face" it can lay guidlines,but can't guide its subbordinates ,we lack the strict management that should control us ,and humans need a whip and belts for them to move ahead and finish the task

It is very true. They have different priority. Unless management, employees, trade unions and government have similar objective they can not pull the organisation in one direction.

In most PSUs, the top brass are not really bothered about the LONG RANGE View of the company. They are bound in MOUs with the Government, are guaranteed a hefty Performance Bonus depending on figures that they show. They are only interested in their watch, and not the long range interests of the company. This attitude, filtering down causes lack of morale

This is one of the major issues with any of the government servents, as everything is said and done, due to which the drive is lacking, which invariably show up on their efficiency. However, it is left to be desired.

Question arises; Why pizza comes faster than Police, Ambulance or Fire brigade? Why agents are required to get the Driving license or Passport? Why it is difficult to solve the problem in Electricity, Water office and other civil authorities? As far the PSUs are concerned they have enjoyed monopoly and govt. protection till the few year back (now also up to certain extent).

Majority of top performing companies in India is PSU. In year 2008-2009 when world is facing recession, India has recovered on fastest pace because of its Industrial growth - core sector where PSUs has played a vital role. Any industry is performing on the basis of its Human Capital (employees). If Government/PSU employees are unable to perform then how these companies are generating huge profits and making mark among top reputated companies ??? Corporate Social Responsibility/ Corporate governance is well taken care by PSUs whereas we all have seen Scam example of big private groups i.e IT, banks etc. Take the example of Delhi Metro- an PSU, every project is delivered on time except Airport line which is taken care by Private Corporate Group. PSU Coal India’s PIO is the most successful PIO. Why ??? Based on Pan-India screening PSUs are hiring employees however Govt. has given some privilege to specific communities so that they get a chance to contribute in economic development. Latest policy implemented by Govt of India is Child Care Policy where Women Employees are entitled for 2yrs leave in entire service length (till retirement) so that boz of family/child's resp female employees should not quit their jobs/ should not compromise on career front - which is the big problem for females after marriage. PSUs are working on specific targets given by its holding state/central govt. Processes are bit slow as major decisions are to be taken with govt approval. Sometime procrastination is there among people but that happen everyway. People behavior is similar whether one is working in PSu/Govt org or with Pvt. orgs. Motivators/De-motivators is same for all. Indian Oil and Power companies, Banks are among fortune 500 companies, 100 most reputed companies - all are PSU. Some PSUs have very sound HR policies i.e. NTPC/ONGC/SBI and others are in transformation stage. In layman term every organization have three set of employees – top, average, slow performer. Performance is judged by Results not by assumption.

Most of the Govt employees focus on getting that additional income,retaining the position and or trying to get a Post which is more remunerative.So their performance is confined to revenue generation for the self.

Performance percolates from the top.When all other ism's other than professionalism are the main focus,performance is only another word in the dictionary.Any organisation be it private/public... leadership is the key.In these large organisations leadership in all grades dictate the productivity of their subordinates.100's of policies can be formulated but if there is no one around to implement them, it is only adding glamour to their brochures and annual booklets.Performer loses charm of performing, under performer gains the pleasure of no performance with a good pay in such environments.

Every Government servant feels that he has secured his life by getting him placed in the Government! For a small task to be performed, they need not exert themselves. Delay cause no concern! Even if they show their agility, the outcome of their initiative will not be as intended! Therefore, they have no other go but to go with the fraternity! Very complex mindset to undo! The same people were performing better during Emergency days when Mrs. Indiraji announced Emergency!

Govt should live in 2011.. not in 1947. (1)Stop reservation. (if necessary, give it for economically backward) (2)Remove politicians from the higher positions. (3)Give better promotion criteria based on performance and productivity. not experience and reservation. (4)While fighting for each rights, trade unions should take initiative also in educating the comrades on JOB RESPONSIBILITIES too.. (5)Reduce job security. As long none of these are not going to happen in India.. let us stop discussing about it, and think who will win this world cup. At least, there is something to discuss till finals.

I totally agree eith Mr. Aravind, Politions should not interfare in PSU/Industry matters. They are really a threat to our govrnment org./PSUs. We have really very good persons in PSUs, but due to these politions interference they are not able to perform.
