2G Scam Furore Over?

The United Progressive Alliance government’s talks over a Finance Ministry note regarding the 2G spectrum allocation scandal have reached a head, with Finance Minister Pranab Mukherjee and Home Minister P Chidambaram sending an ‘all is well’ message and Chidambaram announcing that the ‘matter is closed.’

The government has been under fire from the opposition over a March 2011 Finance Ministry note ‘seen by’ Mukherjee that suggested that then-Finance Minister Chidambaram could have done more to prevent the 2G scam, which included the selling off of 2G spectrum significantly below market prices.

The two principal players in the latest 2G controversy, Mukherjee and Chidambaram, appeared together outside New Delhi’s North Block this evening to issue a clarification. Mukherjee read out a prepared statement, reading each line twice to overcome the din created by the assembled media. ‘I’m happy with the statement made by my senior and distinguished colleague… and the matter is closed.’ Union Ministers Kapil Sibal and Salman Khurshid were also in attendance, but didn’t speak. The ministers didn’t take any questions after the statements were delivered.

‘A number of stories on 2G have appeared in 2011. A view was taken that a harmonised note based on facts be produced by various representatives of the government,’ Mukherjee said.  ‘A background paper was prepared and sent to the PMO. The papers contain certain interpretations. Apart from the factual background, the paper contains certain inferences and interpretations which do not reflect my views. The policy of the government in 2007-2008 was continuation of the policy adopted in October 2003 and as reiterated by TRAI.’

The climax of the day’s fast-paced developments came after a string of back-to-back meetings involving Congress President Sonia Gandhi, Prime Minister Manmohan Singh, Mukherjee and Chidambaram and other key ministers. The decision to field Mukherjee and Chidambaram before the media was taken after they met with Singh, the first meeting between Mukherjee and Chidambaram since the 2G note controversy erupted.

Law Minister Salman Khurshid and Minister of State in the Prime Minister’s Office, V. Narayanasamy, also met Chidambaram. A beaming Khurshid said after the meeting: ‘All is well. Don't worry.’ Following this remark, Chidambaram went to meet Mukherjee in North Block. Mukherjee and Defence Minister A.K. Antony also met Sonia Gandhi. During this meeting it was decided that Chidambaram must be defended with the full force of the government and the party.

However, the opposition is unsurprisingly not happy. The main opposition Bharatiya Janata Party quickly dismissed Mukherjee’s remarks and Chidambaram’s acquiescence, saying Chidambaram was in no position to accept Mukherjee’s statement.

Rajeevji, my comment is general in nature and I do agree that there was no mention about amicable settlement anywhere in your article.  My question reflects the attitude of the Govt.   The two ministers have announced  before the media that the issue is closed after a rounds of talks between the two and other biggies.  The issue between the "two" might have been resolved, but the question remains. Is it not sir?  My question has nothing to do with your article sir.  Sorry, if I sounds you in that way.

Rajeev ji, thanks for the feedback.  I stand corrected.  I endorse your view in toto about the fate of this government.  The hazy picture would get cleared after the UP Assembly elections.  They have many self-created stumbling blocks, the recent one being the poverty line indicators from the Planning Commission.

Murali sir, you are right that the issue is beyond two personalities as also rightly commented by Srinivas ji. But I never said that the 2G scam is amicably resolved. It is a grave issue of corruption at the highest level and none other than the Supreme Court is seized with the matter. I am sure that SC will come up with right decisions and directions. A minor correction, Murali ji. It was not a cabinet note. It was a ministerial note prepared by finance ministry on inputs from PMO. I also associate myself with Murthy sir's observation that this government's days are numbered. However, though this government is thoroughly incompetent, ineffective and moribund, I don't think that the countdown has yet begun. My sense is that the government will be in real trouble in the second quarter of 2012 when UP polls results are out. Also, it would coincide with Presidential election and I won't be surprised if Manmohan Singh heads to Rashtrapati Bhavan leaving the PM's chair either for Rahul or for polls to decide.
This Govt's days are numbered (this is the least I can say)

This issue, Rajeev ji, is beyond two personalities, who might have had differences on many issues politically, that came into limelight, announced truce in public.  There is a lull before a big storm! There were a number of  traces that they have left in the files, and this 12-line statement would have pacified their pensive mood, but would not be able to erase those notings shared between various departments.  This is the first time in the history of India that a Minister openly disowns a cabinet note, after having been seen and approved, transferring the blame to junior officers.

Sir, I have a small doubt.  Is it not an issue of public interest?  I believe it is not the issue between two Ministers/Ministries to settle amicably.  How the issue could be closed without going into the details?
