When every job carries minimum certain qualifications, skill set and experience, isn't it funny that there is no such thing legally for someone to be a Minister ? At the position of a Minister either in the State govt. or at the Centre, one becomes a Minister by virtue of winning an election and being a member of a ruling coalition.Of course, we cannot deny the fact that some are well qualified and educated.

I think it is time that we make it mandatory that those who will be elected as Ministers will have certain basic qualifications and experience of certain years in institutions/organisations, that will ensure good governance, ability to interact with the beaurocrats and others outside one's government.

The public needs to raise their voice on this issue at the earliest so that important decisions are not taken by those with inadequate knowledge background.All those it should be statutory that the record should be impeecable.

definitely ,they are also public servant working for our country, if the person is qualified definitely his /her thinking , behavior will be different. i believe a good educated personcan work better . we have a example of our PM and President.

One applying for a higher post in a job the company asks for the qualifications of an individual because the company is investing in infrastructure and other amenities for the employee, similarly when these bureaucats are applying for such a high post which decides the fate of 1 billion people how can we the citizens of India be liberal to appoint any minister who is'nt worth it. So i firmly believe that the minister need to be qualified first and yes experience counts along with it.

Yes i completely agree with Nitin and others here...they should be qualified, we can't just select the candidate just because he belongs to particular community or Religion...it is very much important to know your candidate, his qualifications and his background..and the TATA tea Ad makes very much sense according to me...

Yes, he has to be qualified.

In India to get a government job one has to clear very tough UPSC exams, after completing the exams he reports to a person who is 10th pass with few criminal cases , but is his boss and he have to work according to him. 

So, i believe that they must be qualified. Rather i would suggest that there must be some pre requsites to become a minister as that are to become a Judge of Supreme Court or Chairman of SEBI..
