Project Office Environments, Staff and functions may vary,  to determine , Following are the factors that are to be evaluated 

1. Number and Complexity of Projects  -

            The drive to roll out products quickly into market compels organizations to have several projects underway 

 simultaneously. This demand makes project Managers to shorten timelines by scheduling concurrent activities. More the concurrent activities, project complexity is more.  Complex projects have greater risk of failure if something goes wrong. This triggers the need of a Project Office.  To help analyze risks Project office needs 1. several people Project Managers, SMEs.  2. Historical Information, Best Practices  and  Lessons Learned Database

2.  Intensity of Resource Competition - Small Organizations and Organizations that have several projects going at once can develop severe resource competition. Resources hoarding and other problems would prevent important projects getting the resources they need. With Resource Control, Project Office Manager can help high priority projects gets resources.

 3. Where the Project Office is located Organizationally-  Project Office could be located under one department such as IT or it could be under a CEO  at corporate level. Essentially Project Office should be located wherever it is accessible to the greatest number of people who need it .

4. What needs exist in the Organziation - Example, Organization doesnt have a QA Department, In such case Project offi ce may be required to conduct audits, quality assessments  develop and set up Project Management Processes and procedures. In some organizations, there may be no training department, in such case  The Project office may need to conduct the Project Management training to the organization. If the organization has already existing QA & Training departments, they may need to colloborate with various departments for developing Project Quality assessment, ProjectManagement standards and training programs.
