Naheed, I totally agree with your comments.  There is not guarantee that a manager will know how to lead.  There is no counter that a leader will know how to manage.  It is all about creating opportunities for managers to learn how to lead and organizational structures that allow leaders to emerge in times of need and then supporting them through the adaptive change.  The trick is to support the emergent leader and to create pathways that allow for one to lead in emergent opportunities without having to take on the mantle of management unless they want it and are prepared for it.  Too many emergent leaders are thrust into roles of management, when they really function best in the role of emergent leadership.
