Make land ownership a right to live

I view both comments with due diligence.Mr Muralidharan's argument added strength to my inner feelings a common man should also be treated as state obligation and they must be granted right to acquire a piece of land.It is high time draft bill reviewed.Secondly,Mr Muralidharan is right in saying that Politicians and Businessmen are not interested in the amendment of act. But ,how long they will dilly-dalying the things.

MAjor issue need to be studied in proper perspective of farmers.

The rationale for "The Land Acquisition (Amendment) Bill, 2010" sought to address two major principles:  First, there should be minimum displacement of people through acquisition of irrigated multi-crop land. Secondly, the compensation assessment should be made on a scientific basis and the procedures streamlined to ensure expeditious transfer of ownership.  

Under LA Act, it is the State Government which decides what the "public purpose" is. It is of course subject to judicial interpretation depending upon the type of case. With PPP (public-private partnerships) having been accepted as a mode of development of infrastructure (which also includes housing), it is quite possible for the State Government to acquire land as "public purpose" for any PPP project. The Prime Minister, in the recent issue of tussle between the villagers and the UP Government in land grabbing issue, said “Every government takes undue advantage of this Act by purchasing lands worth crores from the farmers at a paltry rate, and thereafter sells it to private firms.” Singh also pointed out that both politicians as well as businessmen were reaping moolahs through land acquisition. “Therefore, political parties are quick to term the farmers death as a political issue, but none is interested in the amendment of the act,” he added.
