In the system of higher education, the Vice-Chancellors have a crucial role to play.

First of all, they have to be men of honesty and integrity; and should be able to inculcate sound value system in the youngsters getting degrees from their universities, who in turn would improve the standard of behavior in various areas of public life they would become busy with, and provide leadership.

Secondly, they should be men of dedication and accomplishments and should inspire the youngsters coming to them for gaining knowledge and attain recognition in academic and research fields.

Then, they should also be skilled in administration and human relations; and should establish goodwill and cooperation in the various departments under their control.

Only such persons can contribute to the noble missions of our universities and enhance their reputation. Only noble, meritorious scholars would be able to guide the students and researchers coming to them to success. They should be able to inspire the youth to work hard, achieve great missions and serve the mankind.

India has seen great men who have commanded respect and achieved excellence in various fields of higher education and research; and made the country proud.

But in recent times the politicians have played havoc with the system by their narrow vision, selfishness and corruption. They have brought down the image of many a university by installing their cronies as Vice-Chancellors and spoiling the sacred atmosphere that should prevail in any educational / research institution.

Kapil Saibal

The situation has reached such ugly proportions that have forced Kapil Saibal, Union Minister for Human Resources Development (MHRD), (himself an active politician) to say1: “Vice-Chancellors are appointed at the instance of the political establishment. This must end. If we really want our system to thrive, then the academic world should be left free to its own devices in the hope that you create a future for the country.”

We should free the educational institutions from the hands of corrupt politicians and restore the ancient glory of India in the field of higher education and research.

If necessary the Acts of State Universities should be amended prescribing the qualifications, experience etc, of their Vice-Chancellors and also specifying the method of recruitments for these important positions.2

It also started during the regime of arjun singh. So many institutions have been given the status of deemed university status. This regime is in the process of abolishing UGC. So many deemed universities, have been blacklisted for not fulfilling basic conditions! Of course, they have fulfilled the monetary conditions to get the clearance. Such institutions would certainly have vested interests in the appointment of vice-chancellors, registrars, deans, etc. After Dr. Radha Krishnan, barring a few universities, degeneration had started in the late 80s and early 90s. Many states had promoted universities during that period. We have also witnessed the Chairman of AICTE refusing to quit even after he had been asked to go! Those who have witnessed this degeneration from close quarters would only tell how they felt when these things happened in front of them. Its really a sorry state of affairs!

Very true... completely agree with Mr Murlidharan and Mr Reddy.....but

who are these politicians.... are they elected independently.... who are these officials.... are not they from us?.... Where is our role..... why only Kapil Sibbal had to admit this....

Where we are... why this objection does not come from us.... i feel we are failed while electing the right person ... even we dont have the rights to place a right person at right place..... all elected so called politicians do whatever they want.... because there is no objection from us...

We play card for one day... and they play for five years... that is only our democracy mean...
Universities are becoming agitational hubs these days. See the affairs in Osmania University of Andhra Pradesh. The students (I cant even call them as students since almost all of them who are creating trouble are around 40yrs.) are dancing to the tunes of a political party. A professor who is expected to nurture the students is promoting separatist ideologies and the VC is not able to say anything. A bunch of students are dictating the terms to the state Govt. Thats the fate of a University. Indian Politicians have the ability pollute any atmosphere. Instead of suggesting something, why cant he (Kapil Sibal) take steps to depoliticising the Universities. Instead of making suggestions, better he implements it.

With regard to Hon'ble Kapil Sibal's comments, I remember George Bernard Shaw's quote "People who can, does. People who can not, teaches"

Well I agree. Politicians have always in the helm of things which have youngsters. They use them for their own agenda. Some rule like a number of qualified and identified professors should run and manage universities. VC, Dean and other authorities of educational institutions should not be political. We don't need PhD., doctors, engineers, Masters degree holders or even graduates for the name sake. Let them be few but effective people.

All senior appointments in universities are given to those, who are loyal to ruling party. They don't care about state of universities.

Thanks Mr. Muralidharan, Mr. Kurri Pakira Reddy, and Mr. Muhammad Jabir Rifahi for your valuable comments.

Let me also share the views of Dr. Bala N Iyer (sent to me as a separate message)on this subject:

"This is a very good article that all the Vice-chancellors and deans should read.
Just like the meetings of the politicians, they must organize an annual
three day meetings of all Vice-chancellors and deans of all South-Indian Universities, both private and State universitiea and Institutes to discuss about problems and progress.

Universities should give a faith-based Spiritual education and teach discipline in public life; and Ethics [& Dharma] must be a compulsory subject for all Bachelors degree education.
Also, they can make NCC as compulsory for all for 2 years minimum."

India needs political reforms very badly and urgently. Bad politics is spreading like wildfire and destroying value system in all walks of life. Whatever progress is achieved in any other field, the corrupt politics would vitiate it once for all. The youth should take serious note of this situation, reform the political system by direct participation and bring about a political system based on noble values and patriotism.

The political influence is increasing in the each and every notch of the education system. This will have a serious effect on the quality of the education the universities provide. Thanks for showing the light on this topic Kumbakonam sir.

Education is the fundamental right of an individual in any country in the world from primary school to University education. Today's students will be tomorrow's citizens to keep the country sane and prosperous for the benefit of the nation. Bharat may come one the top or at least one of the top countries in the world in imparting education for thousands of years.
The present system of education is influenced by selfish motives in all levels. it is our duty that our tradition will not spoil our educating world and sooner the better before it becomes impossible in the near future.
