Service provider based Pan India Numbering Plan.

To approach Pan India Telecom Service, with conceptual segregation of  Service provider and Net Operator, it is necessary to adopt the following Service Provider based Pan India Telecom Numbering plan.

Service Provider based numbering plan. 

Format of International Number: +  Cc  Sp Ts Cn (15 digits and according E164/E165).

Scope of numbering plan: 100 million numbers per Service Provider for each service type.

Inter-National Access code: +  (translated to local needs of the country of origin) 

Country Code   Cc    -   91 for India

Service Provider identity   Sp   20 to 99 

Customer Number  Cn   -  PQ MCDU (6 to 8digits)

Type of Service Ts   1 to 9   (1 = default for Voice, 2 = FAX,  3 = Data, 4 = Video, 5 to 9 = Other MM services) Example: For regional access (Voice call) 

Subscriber number Sn =  Sp Ts Cn  =  21 1 87654321

International access (Voice Call) Sn =  + Cc Sp Ts Cn   =  + 91 21 1 87654321    

Network and Carrier selection:  

While network is decided by pre-selection, users shall be capable of choosing call routing on choice carrier.

For this a preferred carrier code (Pc) a two digit code 10 to 99 is proposed. During the call set up process,  leading exchanges ask for this code and translate it into routing codes.  

This could be realized by intelligent networking in-built in the switching system.
