Additions to taxable services -Expansion/amendment in the scope of existing services.
it is
proposed to provide that unless the entire
consideration for the property in Residential or
Commercial Complex is paid after the completion
of construction (i.e., after the receipt of
completion of certificate from the competent
authority), the activity of construction will be
deemed to be a taxable service provided by the
builder/promoter/developer/ to the prospective
buyer and will be liable to service tax
accordingly.

does this provision in the budget 2010 not discriminatory between two buyers of house - one who pays early is taxed?
