In short, Somali is a cry for help in itself. Why hasn't the US intervened yet?

You rightly latched on to the word "anachronistic", my dear Shivank. If Somalia could have done it on its own, it would have done by now. Pirates are more powerful and richer than the Somali government.

I don;t how much Somalia can even do. Who knew one would hear the word Pirates out of a movie reference in this day and age. "Anachronistic"

There is hardly any government in Somalia. Even in Mogadishu, the capital, the government's writ is hardly there. Terrorists and criminals thrive in lawless regions. Examples: Afghanistan and Pakistan's tribal regions bordering Afghanistan.
