UPA, Anna Hazare Sheath Swords

Team Anna and the government appear to be sheathing their swords. On Day Six of Anna Hazare’s indefinite fast, as the Congress party and the United Progressive Alliance government extended an olive branch, the 74-year-old Gandhian told a 28,000-strong crowd at Ramlila Maidan that he’s still open to talks.

‘We have not closed the door of dialogue. We have kept it open. Only through dialogue the issues can be resolved,’ Hazare said in his address at the fast venue.

The Congress and UPA took a step toward easing the standoff with Hazare and his associates as the Congress MP from Bareilly, Praveen Singh Aaron, submitted civil society’s Jan Lokpal Bill to the parliamentary Standing Committee for consideration. Indications are that the committee chairman, Abhishek Manu Singhvi, will soon decide whether to take up the bill for deliberation. Singhvi said the committee was also concerned about corruption, and so would look at the Lokpal Bill with an open mind.

‘Give the standing committee a chance. Allow us to do our work. We may collectively surprise all those who are sceptical or cynical,’ Singhvi said.

Meanwhile, the back channel parleys between Team Anna and the government have resumed since August 20 with two important actors: Maharashtra’s Additional Chief Secretary Umesh Chandra Sarangi, and Team Anna member and former Karnataka Lokayukta Santosh Hegde. Sarangi, who is reputed to have had a good rapport with Hazare for years, has already held two rounds of discussions with the Gandhian to try to find some common ground. The details of these talks are being kept under wraps by both sides. Hegde is believed to be trying to convince Hazare that the prime minister and the higher judiciary should be kept out of the Lokpal ambit, but there has apparently been no breakthrough as yet.

With Aaron’s move, the Congress party and the government have done two things. One, they have brought the Jan Lokpal Bill into the parliamentary process and thus sent out an important message to Team Anna that they are keen to address civil society’s concerns. Two, they have stolen the thunder from the main opposition Bharatiya Janata Party, whose Lok Sabha MP Varun Gandhi had been set to take the Private Members’ Bill route to get Jan Lokpal Bill into the parliamentary process.

A group of 40 Hazare supporters squatted near the prime minister’s official residence this weekend as their march from India Gate to the prime minister’s residence was aborted when flower carrying, slogan- shouting activists were ordered to stop 200 metres away. This followed an appeal yesterday from Team Anna to Hazare’s supporters across the country to hold peaceful protests outside the residences of their MPs.

Gujarat Law and Parliamentary Affairs Minister Dilip Sanghani, a close lieutenant of Chief Minister Narendra Modi, on Tuesday slammed the Anna Hazare movement, saying the job of making laws rests with Parliament and no one can use the “mob” to force it to pass a Bill.

“I don’t want to name anyone but nobody can force Parliament to pass a certain Bill or Act. Parliament is the supreme authority in this country for law making, no one can force it using the mob to pass any Bill. No individual or group can force it to act in a certain way,” the minister told reporters here.

“What we have is a democracy and no mobocracy can replace it. Today certain people are using the mob to pressure Parliament to accept and pass a certain Bill, and that is not fair. If this is allowed then tomorrow some group could even use armed mobs to force Parliament to pass certain other Bills,” said Sanghani. “Parliament passes the Bills under the constitution and no civilian group or committee can challenge it. No one in the country can be allowed use coercion and crisis to get an Act they want passed.”

Good update Rajeev Sharmaji. I have only one comment, "This is day 6 and Anna is still going strong physically. Compare this to our Baba Ramdev's fast. On day 7 he was in ICU asking a nurse..'where am I?' ".

One more direction of thoughts expresses that Youth in India at present is the most bullied and misguided mass.
Moreover actually we have to accept that majority of Indian people are copy-cats.
A kid fell into well in Australia then in India the Prince and then the saga continued and repeated innumerable times.
Bush was fired with Shoes and this became a trend in India there after.
Our latest movies are all copy pasted from the foreign films.
Now they are onto copying Tahreer Square or Syria or other nations.

When will we stop this???????????

Okay Mr. Rajeev Sharma Ji.
My sincere apologies for the absence because I was more inclined to the current happenings and personal unbiased investigations on the Jan Lokpal and Anna factor. Now I am back again because I have understood that Indians and their narrow mentality on a majority is impossible to change as they were drowned in the deepest ocean of bullishness and they still are and they will continue to be like this only. It is indeed some who hold their mind above their shoulders are taking the burden of National Interest and National development on their same shoulders.

When you are concerned about BJP, it is advocated that they will find ways to target their cannons on the ruling party because of their opposition status.

Coming to the Topic concerned I can only tell that the government was never supporting a Fasting technology but were open to talks but it was Team Anna who turned their back on Government and started mind feeding the ill informed and agitated public of the dis-credibility of the government. As the public were already hypnotized by the corruption clock shown by team Anna the situation became more worse than good.

This is completely different breed of individuals where everybody is apologising for no wrongs committed. On the other hand, there are some other individuals on this site who keep on committing wrongs but do not apologise. Srinivas ji, Murali ji, Rohit ji, Ms-PI sir and Murthyji, I enjoy all comments and posts of yours. I wonder what has happened to Mr Ardhendu, Mr Nahrul and Mr Manish because I hardly see their comments these days.
Having seen  comments of both Rajeev Ji and Muraliji, I felt I must interervene here.  I believe neither of us made a mistake.  If something  is value addition to a particular topic, we must appreciate it.  Having felt it, I referred Murali sir comments. If I am wrong, I am so sorry.

I'm sorry, Rajeev ji, my comments, at times, take away the sheen of the presenter's view.  It was not intentional.  Author of this article is a very learned journalist, having core competency in his field. He is too generous in accommodating my view too.  I should have posted this comment as a separate debate. If people find Mr Muralidharan's comments on my article better than the article itself, they won't be wrong. This is nothing new for Murali sir as his comments show his sincerity and the kind of research he has done and knowledge that he has at his command.Let there be comments on Murali sir's comment please.
Thank you Rajeev ji for the update on the subject.  I must also thank Mr. Muralidharan for a detailed review of the position of the bill.  

The Govt. was arrogant till date on the subject which forced Anna and party to act tough.  People particularly the youth supporting Anna because he is fighting for a noble cause.   The insincerity on the part of the Govt. resulted in greater support for Anna.  Govt. miscalculated this support.  

I believe they cant play  games on the subject any more.  If they try it gain, it is suicidal for them.  

Both the versions of the bill has to be tabled in the parliament and discussed allowing the people know both the versions.

We have to look at this issue from retrospective effect.  If we look back, why this impasse and deadlock.  The Government invited civil society representatives to join  joint panel (5 civil society representatives and 5 GoM) in April. In two months, these members have met more than eight times.  Apparently, the Government took a U-Turn and presented their own version to the cabinet for approval and presented the same in the Parliament.  On top of that, instead of bringing the same bill for further discussions in the parliament, they have forwarded it to the Standing Committee.  Some of the tainted members are there in the Standing Committee.  In order to bide time, the Standing Committee issued an Ad seeking public opinion by September 4.  Aruna Roy who was part of the National Advisory Council under the chairmanship of Sonia ji is now claiming that she would present her version to the Standing Committee.  NAC was responsible for drafting the Government Bill, which got embellished by the GoM.  Then, why this stand off? Again, to create a deadlock.  Some television media have been asked to support the Government initiative, may be, for some consideration now or at a later date.  So, media is also divided on the issue.   In the first instance, the Government showed all reluctance to present the version prepared by Anna team, hitherto promised that they would send both the versions to the parliament, then shown arrogance to ignore and presented their own version.  They did everything to scuttle and delay the process. The Spokesman of Congress asked some tough questions about the integrity of Anna Hazare, and even asked for his service records from the Defence Ministry.  The Ministry has issued a letter now, which is televised in national television, that Anna had done illustrious service in army for two decades and had received a number of commendations for his effort. They did every thing to tarnish the image of the person whose esteem and selfless fight for the corrupt-free India is known to the youth of this country. Now the people who supported Anna version on streets, they are willing to take it up for discussion, started sending interlocutors flown from Maharashtra.  The Government miscalculated the strength of Anna.  They thought the hype of this movement was media's creation and will fizzle out after a few days.  Then they sent a message to the team that they would need four months to complete the process.  Since December last, Anna team has been hounding about this effective Jan Lokpal Bill.  No one seems to have bothered about it in the government, as the same bill got presented in the parliament 8 times in 42 years without any result.  They thought, this time too, they would get away by passing some lame excuses.  People from all walks of life have been alerted about the veracity of this bill.  They also know that this will not eradicate 100% corruption, but a beginning can be made in the process of eradication.  There are many other issues that are plaguing this country.  They also need to be addressed in war-footing. 

The only way out in front of government is to present the Anna version in the parliament, not through private member bill or through any other means.  This bill needs debate in the parliament not in the Standing Committee.  The opposition is silent on this issue.  No parliamentarian is interested to bring in effective lokpal for this will become a deterrent and inimical to their future political interest and past sins committed by them. Lip-service alone is not going to work, but effective action is anticipated. Government should, now, shun their ego and embrace this bill wholeheartedly and discuss threadbare in the parliament in order to protect the parliamentary democracy.  No intermediary is a solution to this impasse.

thanks for the update Mr. Sharma!!As Anna mentioning again and again that they are open to talks with the gov.....I think now the time has came when both parties could reach to some agreement considering their stands towards Lokpal or Janlokpal from the beginning till date!
