What do we mean by “Civility”

In the 80’s and sometimes we hear  people here pointing their fingers at someone and say he has no civility or he has no culture, when they do something they don’t like.

So nobody bother to figure out what this civility is, everyone believes it is the natural process through which humanity is progressing. So our culprit here may be construed to be someone without any progressive ideologue.

To some extent this is true, but the real meaning of ‘civility’ is ‘humans trying to meet their instinctual fulfilment or targets’. Intention of individual is the form through which instincts derive vent their energies.

Psychology defines instincts as ‘somatic’ and ‘mental’. Somatic instincts are like hunger, thirst, sex etc; and mental instincts can be ones ‘wishes’.

It is again classified into ‘libido’ and ‘ego’.  So one can infer that ‘civility’ means progress of a nation towards fulfilling each citizens ‘intentions’.

So developed nations invent philosophies based on this targets, like 1)Rational choices  2)welfare 3) rational expectations 4)risk aversion 5)revealed preferences etc; and incorporate them as social and work culture of a nation so that ‘civility’ can be achieved.

Thanks Mr. Mathew for sharing the psychologist's perspective of the meaning of "civility". Civility, in simplistic term, is an expression of a fundamental understanding and respect for the laws, rules, and norms (written and implicit) that guide its citizens in understanding what is acceptable and unacceptable behavior. For a society to function, people must be willing to accept those strictures. Though still in the distance, the loss of civility is a step toward anarchy, where anything goes; you can say or do anything, regardless of their consequences.

Laws, rules and processes designed in a nation should fulfill the citizens psychological needs which may not be different from other countries. Thanks.
