Please read it ,corruption is everywhere,.

Three contractors are bidding  to fix a broken fence at the White House.
One from Bangladesh, another from India and the third, from China.
They go with a White House official to examine the fence.

The Bangladesh contractor takes out a tape measure and does some measuring, then works some figures with a pencil.
"Well", he says, "I figure the job will run about $900. ($400 for materials, $400 for my team and $100 profit for me)"

The Chinese contractor also does some measuring and figuring, then says, "I can do this job for $700. ($300 for materials, $300 for my team and $100 profit for me)"

The Indian contractor doesn't measure or figure, but leans over to the White House official and whispers, "$2,700."

The official says, "You didn't even measure like the other guys! How did you come up with such a high figure?"

The Indian contractor whispers back, "$1000 for you, $1000 for me, and we hire the guy from China to fix the fence."

“Done!" replies the government official.

Nice example.

Corruption is like universal blackmail. there are many people who are honest if left alone, but when subjected to the blackmail power of the dishonest they too either agree or at least follow a policy of non interference.

Some otherwise capable persons are kept away from contracting or other businesses in India, because of reluctance to deal directly with corrupt people, especially those exercising Govt. powers.

It has evolved within Indian culture over millenia and is not a sudden post Independence development as some would like to project. As individuals many Indians were corrupt, but the corruption was not so effective due to lack of blackmailing power. Now with Govt. in the hands of Indians themselves, there is no limit on ability to blackmail, hence a 100% corrupt system has been enforced. Interference, escape or attempts to escape are often met with death, fear of which keeps most from doing anything concrete about it. A culture of artificial anonymity has been built up even though most of the time the corrupt Govt. persons are well known to everyone as they do not even try to hide it anymore. In fact a positive social status is attached to corruption and the honest are looked down upon. The country basically belongs to the corrupt, the honest are barely tolerated and must keep quite if they wish to remain in India.
