The following article is my personal opinion that may come as a shocker to some. There are two mistakes in para two: one grammatical and another factual. I have asked the Editor to correct these mistakes. It is the 15th Lok Sabha, not 14th as rendered. Let's see how toostep colleagues react to my take on the situation... Rajeev

Why Manmohan Singh Should Resign

 

Activist Anna Hazare is riding a growing sense of anger in India. It’s time for the Congress Party to put the country’s interests first and step aside.

Imagine this scenario. Prime Minister Manmohan Singh puts his government on the line, as he did in July 2008 over the Indo-US nuclear deal. This time, his bête noire is not the Left Front, but the ‘People’s Front’ in the shape of Anna Hazare-led civil society.

Singh says that he will sticks to his guns and will neither compromise on the Lokpal Bill issue nor on his government’s position over the increasingly vociferous and popular civil society. As governance becomes impossible, he tenders his government’s resignation. The opposition is taken aback and falls into disarray. The Left, meanwhile, doesn’t want to be seen to be on the same page as the Bharatiya Janata Party-led National Democratic Alliance, so the 14th Lok Sabha is dissolved and fresh elections are called.

Now imagine that Anna’s advisors pressure him to take the plunge into politics and he forms a political party to contest the elections. Let’s name this political party the India Against Corruption Party (IACP). The newly-launched group contests all 543 Lok Sabha seats with people’s money – funds collected from Indian citizens. The new party reaches an electoral understanding with Yoga guru Baba Ramdev, who has a pan-Indian following running into the millions. This new electoral alliance declares Anna and Ramdev its prime ministerial and deputy prime ministerial candidates.

Riding a wave of popular anger, the IACP sweeps the polls and wins over 500 seats. All opponents lose their deposits. Even the opposition BJP is reduced to single-digit representation in parliament.

At the swearing in ceremony, the new prime minister names his cabinet, which effectively chooses itself like the pre-cricket World Cup team. Kiran Bedi becomes the new Home Minister, Arvind Kejriwal the External Affairs Minister, Shanti Bhushan the Defence Minister and his son Prashant Bhushan the Finance Minister.

Implausible? The mounting pressure on the United Progressive Alliance has seen the government and prime minister’s credibility fall to dismal levels. Singh now seems to have two options for dealing with the outpouring of support for Hazare: Meekly throw in the towel and accept his Jan Lokpal Bill, or stick to his guns and take Hazare and company head on.

Both these options are unlikely to resolve the underlying crisis, meaning governance may well become impossible. If the prime minister exercises the first option, apart from losing face, the government will also make civil society even more powerful. Such a move would also suggest that the UPA government is interested above all in clinging to power. If Singh goes for the second option, it will inevitably bring the wheels of governance grinding to a halt as the opposition-assisted civil society’s mass protests will only grow in number.

The only way out of this impasse is for Singh to tender his government’s resignation, citing governance difficulties. With the entire opposition lined up against the UPA government, the best bet for the Congress-led government is to resign and make way for an alternative. If an alternative government can eventually be formed, then it will have to deal with Anna Hazare. If no alternative government is possible, which is a strong possibility, then early elections are the only solution.

It is at this juncture that the Hazare-led civil society would confront trial by fire. Civil society would then be faced with choosing to support a political party that it believed would carry out its agenda, or else do the honours itself. Either way, it would be better for the nation if such contentious issues could be resolved once and for all.

The UPA II government has itself to blame for the mess it is in. It has lurched from one crisis to another in the last 27 months, and Manmohan Singh is a shadow of the leader he was in his first term. The list of blunders is long and well known to every Indian who has been following political developments. Before the government is forced out by countrywide protests or voted out in parliament, it would be better and more dignified for it to bow out of office. If the UPA came back – under Singh or Rahul Gandhi – then it could do so with a clean slate

So far, Singh, Sonia Gandhi and Rahul Gandhi have acted like typical politicians. They now need to act like statesmen who are thinking about the best interests of the next generation.

I agree that this type of bomb blast can be prevented. Lost 12 people and maybe even more. Shame. But BJP need not celebrate because its track record is even worse,.... and do not have a genuine concern for security of India citizens ...just like other political parties.

Punjab BJP Ministers in bribery case

While the Central Bureau of Investigation on Monday questioned two Bharatiya Janata Party Ministers of the Punjab Cabinet, Manoranjan Kalia and Swarna Ram, in the Rs.1.5-crore bribery case related to a controversial land deal, the arrested MLA, Raj Kumar Khurana, resigned as Chief Parliamentary Secretary, citing “moral grounds.”

Mr. Kalia, who holds the portfolios of Industries, Local Bodies and Urban Development, was accompanied by counsel when he reached the sector 30 office of the CBI, where a restive crowd of BJP workers raised slogans in his favour, against the CBI and the Congress high command. Senior officers of the agency questioned the Minister for nearly an hour.

Later, talking to journalists at the headquarters of the party’s State unit here, Mr. Kalia emphasised that he was neither avoiding the investigations nor was he named in the FIR registered in the case. He said he told the interrogating team that he had no knowledge about the case and had never dealt with the matter in any capacity.

Reasons why Atal Behari Vajpayee is India’s worst PM

As the longest serving PM of the NDA, he has watched over the growth of Saffron Terror, Hindu Terror and Muslim Terror. Seeds of naxalism were sown by his inaction and allowed it to become India’s greatest threat.

He has presided over the big scams - like the Cash for Vote Scam,Kargil Coffin scam, Barak Missile, Hawala Scam, Ketan Parikh securities scam,Petrol pump scam,RSS plot allotment scam,NDA Defense deal scam etc etc. He refused to act on cleansing his own council of ministers. Instead he kept on preaching godliness and quoted urdu poems.
His common refrain - let the law take its course - is his armour for inaction. 

One of his slogans during that election was that we will bring Arthur Anderson to jail in 24 hrs. 5 years passed and nothing happened. Later the courts took 26 years to deliver a hopelessly inept judgement on the Bhopal Tragedy. And it was the BJP government that silently kept quite about the main accused. His government did not even plan to approach the Supreme Court for a judgement, the corruption and inaction 
was to that extent. What has the law to do with cleansing his council of ministers? Inaction and Bribes, what else.

People of this country suffered without electricity and yet Vajpayee or his ministers did not bother to talk to the Americans for nuclear energy. BJP told the Americans one thing and told the opposite in the parliament. When the Americans questioned the BJP, they said please allow us to oppose this nuclear deal because we don't have anything else to fight with the congress - Hearing this the Americans laughed the whole day.
 
It was his government that sent the CBI and some RSS goons to Italy to arrest Quattrocchi in the Bofors scam case. These investigating hindutva officers enjoyed italian pimps and returned empty handed. Bofors company knew how to handle
these sex starved BJP people. What was the need for BJP to send this team - just to shame the nation?

When IOA gave CWG to India it was the BJP who proposed Kalmaadi's name because Kalmaadi promised certain percentage to some greedy BJP MPs. Finally to complete the CWG work, PM Manmohan Singh had to personally interfere  to save the country's remaining 'name'.

Afzal Guru, the dreaded terrorist was caught and released during Vajpayee's rule. why? Inaction. The BJP men who used to run paan shops did not have the experience to recognize a terrorist. Because one paanwaala was appointed as the Home Minister, vagabonds and street beggars of Karachi , for the first time in India's history, attacked our Parliament.

It was during Vajpayee's rule that an Indian Airline was hijacked by a few pimps and street thugs of Islamabad and Kabul. Upon hearing this, his home minister hid behind his office door. Finally, his foreign minister gave a gaurd-of-honor to three dreaded terrorist and personally escorted them to kabul in an empty plane. In this flight, his foreign minister was asked by the terrorists to stand on one leg with his hands up on his head. Has such a thing ever happened in Indian history??

In his “longest serving PM of NDA” status, he presided over the total collapse of Kashmir law & order. He took a bus ride to Pakistan when Pakistanis killed our men at the border. He was the first one to hug the dictator of Pakistan and finally couldn't sign the kashmir accord with the general saheb because his own collegue and home minister back-stabbed the deal. Have you heard of a deputy PM back stabbing PM in Indian History???

Hence, A.B.Vajpayee is a symbol of faceless, voiceless, and behind-the-scenes, propped up as a puppet by the more powerful, so that they can exploit his ‘clean’ image to line their own pockets. BUT HE KNOWS THAT AND ACKNOWLEDGES IT which makes him corrupt at the core. As an accidental PM, he’s also an accidental accessory to the crime of misrule and corruption.

Vajpayee represents a new breed of corruption - one that uses personal honesty to seek votes and then preside over the misrule & loot of the country by anyone who can and cares to do so. He is India’s worst of the worst Prime Minister ever.

SHE(SONIA) MAY BE DESIROUS OF RAHUL GANDHI TO BECOME PM

Naturally, unless Manmohan Singh is discredited enough she would not find ways to install Rahul Gandhi on the throne of PM. The silence of Rahul Gandhi till today in between the strong movement of Anna Hazare is a clear sign that he does not want to get any type of discredit in connection with Jan Lokpal Bill in the wake of foolish acts of negative propaganda by the congress spokes persons and cabinet ministers as well as the Delhi Police to arrest Anna on their direction, so that there may not remain any hurdle in his way to become a PM.

He has presided over the biggest scam - the Telecom 1.76 Lakh Cr 2-G allotments - and has then refused to act on cleansing his own council of ministers. Inaction.Finally SC had to intervene .

 Then, promptly, he brings a legislation to cap Nuclear Liability of Foreign (read US) Suppliers only (WHY not domestic suppliers?) so they can go scot free as INC did in the Bhopal Gas case! All this so he can “gift” India on a platter to Obama the sham when he visits in November. All this when the world watched how Obama has screwed BP for an oil spill whit NO LIFE LOST. Swift Action!
It was his government that sent the CBI to file an affidavit to the effect that Quattrocchi was innocent in the Bofors scam case. What was the need?
The IOA Chief came 1 year ago and threatened to withdraw the CWG for lack of progress on infrastructure. Yet, 40 days before the games, he appoints Bureaucrats & GOM who any way have been running things in the creation of infrastructure. He says ‘let the law take its course on allegation after allegation in the media - his ultimate armour for inaction. And India will pay the price for it all.
 His minister speaks against the GOI on Naxals being murdered by Gov forces. Inaction.

we made a mistake by giving cong a 2nd term. but then, we had no option. post vajpayee BJP looked lost.. and there was no third front. any way they hv a problem staying togethr..
basics of our democracy r srong and will stay that way. but every 30 - 35 yrs, a movement like this, essentially tell us that its time for some assessment and appropriate changes, if need be.

In Gujarat you are killed if you fight for justice ...

Even as people back Anna Hazare demanding a corruption-free India, one man quietly but determinedly filed a public interest litigation seeking appointment of a lokayukta in Gujarat.  His anguish and agony is understandable. His young son was murdered sometime back opposite Gujarat High Court because he was using his right to seek information against the rich, powerful and politically connected mining mafia. Bhikhubhai Jethava, father of slain RTI activist Amit Jethava, says Gujarat is an unsafe place for all those who fight for their rights. “

Excerpts from an interview:

What made you file the PIL demanding a lokayukta?

 My son had filed a PIL in 2008. There already is a law in Gujarat but the state government is deliberately not appointing a lokayukta. When my son filed the PIL, the state government assured Gujarat High Court  of appointing lokayukta “immediately”.  It didn’t happen. Hence this PIL.

What would you achieve by filing this PIL?

I feel pained. Everybody is carried away by the hype that Gujarat is vibrant. My son was fighting for justice. He was fighting against corruption and politicians. There are two reasons for filing this PIL: to continue my son’s fight against corruption and politicians, and to support the movement started by Anna Hazare. I have spoken to Anna several times on the issue.

How will lokayukta benefit the state?

What is the other way left in Gujarat at the moment to seek justice? Those who raise their voice against falsehood, injustice or corruption are eliminated. From Haren Pandya to Amit Jethava. What is the action taken against corruption and injustice under the Narendra Modi government? The institution of lokayukta is the only recourse left for common people like us to get justice and to fight against powerful politicians and corruption. Once lokayukta is in place, believe me, several ministers will be behind bars. Today, corruption has crossed its limits in Gujarat.

People can know where their leaders stand once lokayukta is in place. Until now, all of us thought Karnataka government was good. So much development and international investment has come to Bangaluru. But look what (BS) Yeddyurappa had done there.  Worse things are happening in Gujarat but no action is being taken against those responsible. Lokayukta is Gujarat’s only hope to know the reality.


Have you received any threat?

I will be murdered. Isn’t that what happens in Gujarat when you fight for justice? What happened to Haren Pandya? It was a political murder. What happened to my son? Specially after this petition, my life is in danger.


How can you say there is corruption in Gujarat? The state is known for clean governance.

Corruption in Gujarat is different. Gujarat has traditionally been very progressive and rich. Right now corruption that exists in Gujarat is not only different from that in other states but dangerous. We are a border state. Still our government is sheltering and doling out land to industrialists who have been sent to jail for extortion or custom evasion.


My son was fighting to stop illegal limestone quarries. He had openly named BJP MP Dinu Bogha Solanki. He had proof. Still what happened? My son was murdered. Haren Pandya deposed before a people’s tribunal about Narendra Modi’s complicity in the genocide, that he was responsible for the death of hundreds of innocent people in 2002 riots. What happened? Modi became number one and Harenbhai was killed. This is Gujarat. It is sad that in Gandhi’s Gujarat we blindly support Anna but are ignoring corrupt and criminal politicians.

because he can not manage his team without any issues as every month we have new scandles new probs new corruption stories and etc. and just beacuse you are good does'nt make any sense you should also be able to hold your team to avoid issues which are efecting indian ecoomy indian culture indian citizen and indian golobal respect

This is difficult to achieve, this is not the year 1977. Corporates will not keep quite, they are involved in all the scams irrespective of the party in power...Price of suitcases will increase and so will the price of dummy and opportunist politicians like Jayalalitha,Amar Singh, Mayawati etc etc.

There is no need for PM to resign. I dont think Anna & Co will opt for elections/ contesting. We have seen JP's movement "Total Revolution", formation of Janata Party and its after effects. Only History will repeat. These people (who are shouting with Anna) sit in the comfort of their homes on the election day. Congress's vote bank will remain the same.

If PM offers his resignation, it is nothing but running away from the war field. Let him. The failure of opposition parties to provide an alternative given a second chance to UPA lead Govt. Failure to control the souring prices of essential commodities, Failure to contain the inflationary trends, No. of Scandals, Failure to have a strategy to contain terrorist attacks, Mis-handling of Telangana issue and many more are reasons enough for this Govt. to loose the people's mandate. Now, Anna came to picture with a noble cause and enjoying the support of majority of people. Who knows he may come to power with a thumping majority and form the Govt. What is there to laugh. We are in a democracy anything may happen. The high expectations factor may fail him, that is secondary issue. If he forms a Govt., it is nothing but the success of the democracy. I dont find any rationality in this satirical story. Who knows one day this may come true.

Thanks a ton for the clarification, and I do have the parity of thoughts that if Anna want's it to be accountable then why is he afraid of getting political for a political bill? Why don't he fight it out in the upcoming elections?

Dear Ardhendu, the answer to your question is that it is an imaginary scenario that has the potential of becoming real IF I repeat IF the Anna-led civil society were to form a political party to contest the next Lok Sabha polls. Yes, indeed that is how the union cabinet will look like at that point of time. ONE ADDITION TO THAT LIST: SANTOSH HEGDE AS THE LAW MINISTER.

Resignation of the PM in this juncture is not an opted solution, to my mind. Trust deficit, applying technicalities when political decision is warranted, adopting offencive strategy later taking U-turn under pressure are plaguing the UPA-II. As you rightly pointed out, the country in the present juncture is looking for a "Statesman" to diffuse the hostile situation, however, the leaders on top have chosen an extreme position, considering and upholding their "ego" a top priority, forcing the people to come on streets.  Where is the sanctity of the "parliamentarians" when the very people who elected them have repeatedly said that the methods adopted by them are not appropriate to preserve the "Parliamentary Democracy"?  They have created another JP movement unnecessarily.  This will have a bearing on this country's economy when the "ire" of public is increasing day by day.  Already, every association, including, "cycle-rickshaw pullers association" have declared one-day token fast to extend solidarity to this movement.  What the parliamentarians have failed to understand is that majority of the legislations in this country are made out of public protests, public anger, etc., namely RTI Act, Child Labour abolition Act, et al.  They have not picked up any issue that they saw of national interest on their own.  Another important factor that we have to bear in mind is that majority of these Draft Bills were drafted by persons drawn from "civil society" either forming a "Task Force" by the respective government department under the GOI or the "National Advisory Council" whose primary role was to draft the Bill within a mandated period considering every point of view, eliciting peoples' opinions, grass-root research,etc. and place them before the Government for cabinet approval.  None of these "Bill drafting Task Forces" had representation from the Politicians who are in power, but the Joint Secretary to the Government of India with the respective department would be part of the Government representative to oversee the preparation of the draft bill in accordance with the terms of reference.   People do not oppose "Parliamentary Democracy" and they are not denigrating "Parliament" as an Institution (they have esteem regard on the institution), but what they are condemning is the manner in which these parliamentarians are conducting themselves failing to uphold the values of every affected citizen in this country.  They have been trying to suppress the voices of millions.  In a parliamentary democracy, this is not done for the democracy and constitution are meant for the people, by the people and of the people.
