I agree to Samir's comments and in addition to that, it would be better, if there is Continuous Improvement Plans (CIPs), along with the deliverables to the client.

Hi Jayant, industry is already sucking of bad managers so just to qualify someone on the basis of certifications would hurt atleast in IT. so better would be to have people qualified based on the sum of their educational experience and their work...
