Civil Service is more of a service than a career,it should be pursued by people who have real commitment for it and who really wish to get in service and not by a bunch of professionals with very high analytical skills.

Why not? IIM Qualification should itself be treated as the qualification in the writtten part. They should be selected only on the basis of interview.
