No software is perfect... loopholes occur and there will be cyber thefts... Its more than just the OS... external network also comes into picture. Also, the softwares that are installed onto the OS also come into play and their interaction...

Yes possible this might work. Since we depend on other country for our OS we need to follow certain policies of theirs. But am not sure, chances are there as jojh mentioned depending on the OS.
