no its totally wrong.as per darshana some one have to finish is task within working hour. thus productivity increased. as per ISO requirement your total working per week should not exceed 50 hrs.

I think its individual responsibility for such site, one can block site which are spreading violent or pornography. but some downloading site are very useful for company as well individual knowledge point.
