I don't think so English should be compulsory but one should have basic knowledge of same to communicate/corresponding with concern department/employer because our business systems are more frequent with English. And Prima facie job knowledge...

English is a must today. Its the only global language know by everyone. So in a workplace we have mixture of people form different places. So to have a better communication we need to know english.
