Both are different and provide interportability for specifics. Because Oracle BI is a much broader subject than Oracle hyperion. Though the latter can use the former for specific customization demands

Oracle BI custom formatters allow you to format data types for display. When combined with SQL CASE functions, custom formatters allow you to add graphical indicators such as stop lighting, voting bars, scorecards, and more. Custom formatters also allow data-driven navigation to related requests and content.
