This is my personal opinion & wants for your feedback.

Generally when we visit's doctor's (Doctors may be general/Specialist) regarding any of our health problem's they charges us fees from Rs. 50 to 500 & may even upto Rs. 5000=00 per visit depending upon the seriousness of problem & status of doctor, but in return we don't get any type of permanent bill from them (definitely in big hospitals we do get) but in regular practice even the specialist doctors have their own hospital where such types of bills are not given to the patients.

In industrial as well as medical stores or any grocery shop we get a bill having VAT/ CST/BST bills (authorized bills) because of it during their financial audit the respective authorities have to show their proper financial details.

But in above case what so fees are charged by doctor's we don't get any permanent bill; only they asks us for thier fees & we pay it without any Hesitation; even they don't maintain any details of same in permanent document.

I have seen examples at many hospitals (not in big Hospitals) there is one person at counter; after dignosis doctor (even Specialist) asks his/her person to take rs. x to rs. y. & their daily income may range from Rs. 1000=00 to Rs. 10,000=00 may be greater than this ( but for same their is no authentic bill; they right it on simple notebook)

So in their financial tax audit are you sure that they are showing their exact income (which is taxable) definitely not.

IS THIS NOT A  BIGGEST SYSTEM FAILURE ? HOW WE CAN CONTROL IT.

You are absolutely correct Mr.Sunil. Most doctors demands us a huge amount of fees for the treatment. The even prescribe for all sort of medicines and tests without even doing proper consultation. As they are not giving as any bill for the fees they are collecting, we should definitely doubt that they are not paying any tax for their income and their fees belongs to black money.

To do a MBBS yu spend lacs Now it is at least 40 lacs so when one has spend that much to study he will definitely feel he must recover the amount.( genuine doctor I mean)

So if  DOCTORS charge it is nothing wrong.

ONLY RICH PEOPLE WILL GO TO HI FI DOCTORS an ordinary person like me will go to a a small doctor who doesnt charge anything or charges less.OF COURSE I AM IN GOOD STATE OF HEALTH BECAUSE OF RAMDEV BABA YOGA AND EXERCISES.

One thing that you should understand that as Subhashish Bhattachariya has rightly said that every Indian is supposed to pay tax, and do.You see the doctors have their log books which their assistant , sitting at the counter maintains and they make monthly assessment of it.The same is given to their CA for tax evaluation and tax amount is paid. Most of the reputed clinics will give you a bill on demand.

I am a MBBS graduate and struggling to start my life. I plan to start a clinic in future and lol !! what is this I am reading. If people using my service start referring the fee they pay me as BLACK MONEY then I don't think I can call myself a decent man. I am not defending highly paid  employed doctors here, but I believed the fee collected by doctors practicing independently is justified. Considering the amount of time and hardship we put in learning the art of medicine, it should be totally justifiable to charge for the time given to the patient. I ask you all who support that doctors fee is black money, what is the value of your time? How much you gain/loss when you attend/skip a working day? And imagine, what will be your loss if you spend time in a sick bed. Its not money alone that you stand to lose but associated difficulties. And if doctor hasten your recovery or prevent such uneventful calamities, shouldn't he be paid for that. Its his/her profession and if they start measuring in terms of profit and loss, I don't think you guys can repay him what you owe to the doctor. I believe, there must have been some doctor-patient communication gap here but be a sensible patient.

Hi sunil, interesting insight. But I don't think we should consider it as black money. That is something we are paying them for their service. But they need to be ethical by paying proper tax for their income. It would be better it they maintain a receipt for the fees they are collecting.

Thanks for sharing...... :)

Doctors do not practice ethically, the most unethical profession in India is medcine........and ofcourse for every law there is an exception so there are and will be some handfull of honest and ethical doctors in India.

They have lot of blackmoney and they use it efficiently....Better not to talk on this topic further.

Black money is the income not suffered income tax, in the case of doctors it is mandatory to them to maintain their books of account as stipulated in Section 44AA of the Income Tax Act. This books of account includes case register apart from other books, case register is to be maintained by them shall be in Form 3C of incme tax rules, it will show the name and address of the patient, details of the ailment or decease and the fee charged from the patient, this is the statutory requirement under the Income Tax Act to maintain this register, if this is not maintained he shall be subjected to penalty provision under the Act. But this has not been followed by them generally, may be due to lack of knowledge or for any other reason. And regarding issue of receipt, they have the obligation to issue receipt if demanded by the patient. So just mearly because they do not issue receipts it may not be black money but it will be black money subject to above.

I beg to differ from all of you participating in this debate. First of all this debate is meaning less since every Indian is supposed to pay taxes for income earned and your question directly poses challenge to the IT dept. Secondly, every service rendered by hospitals / nursing homes including doctors fees a billed and presented to the patients. Further hospitals and nursing homes deduct TDS on the total payment made to the doctor every month and submits it to the authority. Third and finally, independent practicing doctors in their clinics posess receipts and if you demand they shall be happy to issue. These days the proportion of issuing such bills are on the rise with insurance, corporate patients demanding for reimbursements. Therefore, rationally looking at all payment received by doctors have a bill leading to financial disclosures to IT dept by doctors. Yes, I don't disagree that the system of payment receipt is full proof for independent practicing doctors.
