C++ is no longer the most common way
to access Windows APIs. So there is little need for "young programmers"
to acquire the skills you are looking for elsewhere.
But good C++ developers (of
any age) should be able to use these APIs with little difficulty. (But
good developers in any language are rare and naturally expensive.)
