Many people like breaking rules. Why? They say it is fun and its fun when you enjoyb it without being caught or without getting into trouble. But is it really worth it? Driving without seat belts, crossing the road when it is not the right signal , not wearing helmet ect are few of them which people feel proud of. Does breaking rule make you feel more powerful?
In my opinion people who break rules "think" they are powerful. It is a psychological disease. They derive pleasure in breaking the rules. As Shri Muralidharan rightly pointed out, no law abiding citizen will ever break the rules.
There are 3 types of rules. (1) Those which have to be broken to get work done. eg. Approval of Map for building construction. Even maps prepared by approved architects are returned with objections quoting some clause of the rules. (2) Those which are broken for personal convenience. eg. driving on wrong side, on one way roads, signal jumping when not watched etc. (3) Those from which no benefit is achieved by ignoring them but people feel pleasure or for personal ego. eg. crossing the road away from marked zebra crossings, arriving late to attract public attention etc. It should be the duty of every person to ensure the second and third types of rules are obeyed and educate youngsters and the uneducated lot. As for the first the people should work collectively to put pressure on govt. agencies to improve their working and make amendments to suit legitimate demands of the individuals.
All rich and fortunate are bald headed, but all bald headed are not rich and fortunate. Similarly, those who are powerful break rules, but all rule breakers are not powerful. Please don't single out the youngsters. Those who cross the railway track also includes old people. What is needed is the change of mind set which will take long years to happen in our country.
Nop that's not it. its in our nature to oppose something that is forced on us.
its on both side of the law. Those for whom it is made and those who are implementing it. Whenever a new law or basically a compulsion is passed people remember their school days and say that its wrong not thinking weather it is right or wrong. A classic example that you mentioned here was implementation of Helmet while driving two wheeler. When this rule as to came into being basic discussion on the Street(trains in Mumbai) was that this is being done to force the sale of helmets and the govt. here is out to rob people of few 100's of rupees.
Other side of the story that i think is that the players implementing law are able to find answer to use such laws to earn more money. Just thought of one of the answers to why they are not implementing the Closed Circuit cameras on the street of Mumbai. Maybe its because than they will have on record all the bribes being taken on the signals by our honest Policewala's in white dress. Seriously they stand at a spot where there is no way to stop an accident happening on the junctions but very easy to spot a rider not wearing a Helmet.
Now such instances make you want to rebel to such things,but in the process we trend to forget that the rule of helmet is basically for our protection.
