The NDF market allows participants not allowed in the onshore market to hedge currency risk or place bets on non-convertible currencies such as the Indian rupee.
Players who cannot hedge Re exposure legitimately in India (E.g. PN holders)
Arbitrageurs who have dollars offshore and access to Indian currency markets
Indian exporters
Indian banks are not allowed by RBI.....
