Hello,
Might be a late reply but never the less. The phone (MS) has information like Mobile Country Code (MCC), Mobile Network Code (MNC), Location Area Code (LAC) and CellID (CID) information. For a given operator in a country , with a combination of LAC and CellID you will be able to approximately trace the device. It is done in the following way:
1) Get (LAT,LON) of the Cell by doing a reverse lookup from (LAC,CID) (You need operator's help for this)
2) Plot on Google Map to get the approx location.
Note: If you have a smartphone that runs either Symbian or Windows Mobile you could write a program that runs in the background and sends its (MCC,MNC,LAC,CID) periodically using SMS to some number. This interval could be once a day for example. Once you get the values you could use take help of google's my location interface to obtain the (LAT,LON). Ofcouse, these APIs are not public.
Hope this helps...Let me know if you need additional information.
Regards
Harish
