Hi
I work in the construction industry within Human Resources, on the first rapid rail link project of its kind in South Africa and your question is not that complex. It boils down to treating your staff (both skilled and unskilled) in a decent manner, involvement in safety toolbox talks, appointment of site representatives that are invited to the weekly meeting/monthly meetings to "iron out" issues. In South Africa we are very Unionised so there are Unions that represent our employees so the unskilled workers / site labour are treated with dignity, as we involve them in our meetings, talks and fair treatment is priority, we always meet each other half way and we are reasonable so talks are a negotiation process.
In terms of shifts, working hours, if productivity needs to be increased, it is a negotiation and planning shifts that takes place, incentive are given to our workers if the milestone is reached.
