Regional Imbalance will be removed only when the contour of Indian political system changes. The central politics extend step-motherly treatment to those states ruled by opposition or parties not in alliance with them, and offer plethora of benefits to those States, out of way, ruled by their own allies. There are states which are totally un-wieldy to manage in the current context, viz., UP. Eastern UP is grossly neglected. There are many ills that need medical attention.

I don't want to be sounded as a pessimist but I am sure the regional imbalance or imbalance among the states can't be completely removed in near future. Imbalance is not only a result of disproportional economic growth bit also of (lack of) social development, attitude of people, caste based society and so on...This question is actually irrelevant in the present scenario. Please note that US is considered most developed country, yet there is significant imbalance among the 56 states even today. This is important because US achieved both economic and social as well as democratic development.
