If you're getting a 169 address before your router can distribute an IP address you need to release your IP to obtain a 192 address to communicate with the router. So go to your command shell and type
ipconfig /release
ipconfig /renew
or you could just assign a static IP within that subnet hope this helps

Well, thanks for your simple contribution. I sure you, if this situation were simple as that, it will not be issued. Anyway the problem was solved with another network card, spite the system (windows 7 Ultimate) ensure the driver was OK and nothing was wrong with the network card.
Disable the APIPA registry key doesn´t work in Windows 7.
