Well, this's sort of a wicked problem. The requirements gathered belongs to a particular period in time. However, it is likely that in a changed circumstances, the stakeholder realizes that this change must be factored into the requirements. It is also likely that the stakeholder is confused.
One way the BA can manage a stakeholder changing his/her mind is to rely on a politically astute team lead , and a well-defined and slightly elaborate BA methodology. The req. gathering process along with the BA's task of documenting the requirements should be given lot of visibility. Such an exercise ensures two outcomes, one, it'll be understood by stakeholders that the BA's job's not an easy one, and involves structured procedures and alignment with many stakeholders. Two, it'll discourage the willingness to negotiate with the BA to change requirements already documented after so much red tape. :)
All said and done, the crux is to seek shelter behind red tape while being an adept negotiator without appearing as a work dodger.
Stakeholders do change their mind every now and then it is quiet possible if you work for a stake holder whom you don't know you have to rework many times. At the end need not say that you didn't had enough time with a particular person so the details are not completed.
One solution could be eithrer you know the stakeholder very well so that you can easily recognize the person's way or get in contact with a person who knows the stakeholder and informally take the details from him.
