Often this occurs when the network or parts of a network is not using DHCP to automatically assign IP addresses to computers and something on the network has been manually assigned the same IP address as you.
If you're computer has DHCP enabled often simply rebooting the computer allowing it to get a new address assigned to it will resolve the issue.
If you're not sure if you're using DHCP or are using a static IP address, either try to locate the computer or device using the IP address and/or manually change your IP address to something else. For example, if the address was 192.168.1.105 changing it to 192.168.1.112.
Every IP must be unique, your machine has the same IP as another on the network. If the Addresses are assigned with DHCP simply click on start/run, type cmd
now type ipconfig /release, then ipconfig /renew
If the IP address is set manually go to start/control panel/network & internet connections/network connections
right click on local area connection and choose properties.
select internet protocol (TCP/IP) an click on the properties button.
Here you will see your IP address listed. In most cases you would simply need to change the last number. To find an IP that is not in use use the PING (Packet InterNet Grouper) command http://en.wikipedia.org/wiki/Ping.
to ping click on start chose run and type cmd
now type ping and and ip address such as 192.168.0.10 and press enter. If a machine is using that IP it will respond, if not packets will be lost.
Start working your way thought IP addresses changing the last number of your until you get no response and change your IP to that one.
NOTE: If a machine or other device is powered off it will not respond but may still be using the unresponsive IP.
