Lean concept targets industrial wastes. Same can be analysed with different performance tracking criterias. If lean is a regular activity in a manufacturing facility then there should not be under utilised manpower infact it makes system efficient.

By adopting Lean methodology non value added activities can be eliminated.This implies in reduction of process steps in making of a finished product.Hence instead of surplus manpower,surplus time of existing personnel can be used in competency dvelopment there by increasing their knowledge & skill  to the management expected levels.

Lean management has nothing to do with less or more personnel. Its more concerned with the number of processes or cycles and the time spent to go through for the final product.

A lean facility would be anything which gives a finished product with less amount of time consumed going through lesser number of processes in comparison to another facility dealing in the same service or product.

Lean manufacturing deals with elimination of non value added activities  in terms of inventory, excess motion, too many operational issues etc.. It does not talk about reduction in man power, but utilising the manpower in an effective way to get more throughput

Lean doesn't mean less of personnel only it means less & less of all resourcess & that is being achieved by eliminating the wastes from your system & increase your productivity means produce more & more with the same resources.
