In a democratic system, can public be compelled to cast a vote?

What is the purpose of compelling a person , who otherwise does not wish to cast his vote , to vote ?

The most important requirement for our country , is to ensure that rogues , scoundrels , goondas , criminals and people of no integrity , cannot stand as candidates in any election , at any level. If this can be done , India will become heaven.

Can not be compelled but at the same time it is a basic right of people, and sometimes the votes not exercised are misused by others. Thanks Ms.Manorama for the referral.

Yes of course one can not be compelled to cast a vote, but the votes can be casted in electing a good candidate. However, we are forced to elect a best among the worst which is the present political condition. We find hardly good people in politics. Hence sometimes people are not casting their votes during elections.

Thanks for the referral Dr.Ray and Ms.Dayamoyee.

When educated do not vote, the politicians offer freebies and get elected and rule us ruthlessly for the next 5 years. Public must be complelled to vote. Holiday declared on Voting Day is to cast a vote and not for watching TV or playing Chess.

Read somewhere that a voter can go to the polling booth and record his unwillingness to cast his vote.  If this is true, then this provision is already there.

Well, if we go by the rudimentary perception of Democracy, they will be forced to. I suggest people should be allowed to have a seperate not voting' listing. That will clearly seperate the crowd of Willing and not giving from the 'not willing not giving'.

While looking into the basic definition " democracy is a government of the people, for the people and by the people ".....so i am sure they cannot be compelled.....however its our basic right.

The essence of democracy is freedom - no compulsion in any regard. In any case, what is the choice left if the vote is between the devil and the deep sea. I have not voted in ages precisely because of this.
