Shall I call it a "Necessary Evil"? HR is necessary to properly guide and support the employees. Instead some HR staff invite the trouble by 'going through the rule book' causing avoidable nuisance to the employees. This creates a rift between HR and other departments. I have seen many HR Heads behaving like super bosses inviting the wrath of their colleagues. A little softer attitude, a nice attitude, willing to make mends will keep the HR in a better position.
