Is it possible to create awareness about 49 O in our present election how we can ensure we will be allowed to cast in this section? Election officials are aware about this?

Kindly answer me as I wanted to bring a change in our current political scenario thorugh materialising the 49 O this time surely I will cast my vote by using 49 O but my anxiety is whether all the election proceeding or officials at booth aware about this and will they allow us to cast this vote.  Because slowly we have to reform our political system for that 49 O is only weapon.  Another important thing is how we can make it possible of revoking the MP or MLA if they fail to keep their election manifesto or if they jump in to the other party which was a rivalry and during the election he or she crictising that party and once won the election he or she will join the rivalary party because of the some reason but the voters will be betrayed and how they will take action against the elected member?  Kindly answer this questions.
