Oracle Applications already was pretty much "fully featured" (for most business purposes) years ago - say, from Apps 11i onwards. And adding extra functionality has always been possible through modification or addition of the forms.
Oracle always has been keen on knowing *which* customizations their customers/users actually implemented - and added the best and/or most-used of those in their patches and new versions.
For small businesses, Oracle Applications is rapidly becoming overkill (but then again, Oracle does provide "smaller-scale" alternatives - ranging from just using a few of the modules of Applications to the products of acquired competitors Siebel, PeopleSoft,...).
For larger companies, or those with a nontrivial business flow, Oracle Apps remains on the shortlist of core business software (ERP, BI, CRM,...) providers.
